Commissioner LaDue offered an amendment to the motion to indicate that renewal of the conditional <br />use permit. <br /> <br />Commissioners Holland and Terry accepted the amendment. <br /> <br />Motion carried. Voting Yes: Acting Chairperson Deemer, Commissioners Holland, Terry, Jensen, <br />and LaDue. Voting No: None. Absent: Chairperson Bawden and Commissioner Thorud. <br /> <br />Acting Chairperson Deemer noted the ongoing time frame of the conditional use permit and <br />recommended that the City Council reword the resolution to refer to the permit as an interim use <br />permit wherever the term applies, which would be more in keeping with statute. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Terry to recommend that the City <br />Council grant the renewal of the conditional use permit for Waste Management of Minnesota, Inc. <br />for groundwater pump-out and treatment system. <br /> <br />Motion carded. Voting Yes: Acting Chairperson Deemer, Commissioners Holland, Terry, Jensen, <br />and LaDue. Voting No: None. Absent: Chairperson Bawden and Commissioner Thorud. <br /> <br />Case #2: <br /> <br />Request for a Conditional Use Permit to Construct Accessory Structures Prior <br />to the Principal Building; Case of Hansen Tree Farm <br /> <br />Commissioner Jensen asked if restrooms would be provided in the pole barn or the future second <br />building. <br /> <br />Mr. Hansen explained that during the holiday selling season port-a-potties would be brought in. He <br />anticipates that plumbing would be included in the future sales building, although he is not sure if it <br />would be cost prohibitive to operate one month out of the year. The future sales building would be <br />used to sell wreaths and Christmas decorations. He expressed concern about approval condition No. <br />5 regarding the non-metal portion of siding. The structure will not be visible from the road, and he <br />is concemed about maintenance and the cost difference between metal and a different exterior siding. <br />There is screening from Norway Pine trees. However, if the Commission feels that screening is a <br />problem because the pine trees tend to lose their bottom branches, he would be willing to add spruce <br />trees. <br /> <br />Commissioner Terry asked if the pole barn is an agricultural building. <br /> <br />Chairperson Deemer responded that it is in a sense because there is no principal structure on the <br />property. <br /> <br />Mr. Hansen stated that the property is zoned residential. <br /> <br />Chairperson Deemer noted that agricultural buildings are allowed in residential zoning.
