Councilmember Dehen stated that he has not heard anything, pro or con, about this idea and
asked that people be diplomatic in their comments. He stated that the Committee was trying to
learn and gather opinions to take into consideration before a recommendation is made to the
Council.

Councilmember Olson stated that she would like to discuss alignment. She stated that she has
known about this proposed route for quite a long time, but never realized where the tennination
point was going to be on Armstrong Boulevard. She stated that she cannot think of a worse
place for this road to come out onto Armstrong Boulevard. She stated that she would like to go
on record as saying that the City needs to do a lot more work on the alignment of this roadway.
She stated that she agrees the City needs a collector street.

Vicki Hes~elgrave, 7601 166tl1 Avenue, stated that most people are present tonight because of a
rumor after the June Public Works meeting that the street was going to be renamed. She stated
that this gave residents the impression that this project was moving forward quickly. She asked
what the difference is between a collector street and other streets.

City Engineer Jankowski stated that an arterial street is one that is used to take regional trips.

Chair Elvig stated that an arterial road usually cuts completely across the City, for example,
similar to Armstrong Boulevard, CR 63 and Alpine Drive. .

Ms. Hesselgrave asked if there was a difference in the width, curvature and planned sidewalks
between arterial and collector streets.

Public Works Director Olson stated that arterial roadways are generally wider.

Ms. Hesselgrave asked when property owners were going to be notified about this project. She
asked whether they would just have had to see something about it on the telecast meetings.

Public Works Director Olson assured the audience that when a project is initiated, property
owners are notified. He stated that the discussion at the June meeting was for the eastern portion
and was initiated by a property owner in the area. He stated that one of the property owners
. noticed that the proposed street alignment went right through his living room and had heard
rumors of potential development in the area and brought this to the Committee's attention. He
stated that the developer asked that the alignment be moved to the south.

Ms. Hesselgrave asked if there was a preferred number of driveways that could actually come
out on a collector street as opposed to Sunwood Drive or Alpine Drive. She stated that both of
these mostly have streets and not driveways that come out on them. She stated that going east
from Armstrong, there are a total of 59 private driveways that will be coming out on this
collector street.

PublicW orks Director-Olson reminded the audience that the City has not begun the design
process and has not discussed potential solutions either.

Public Works Committee / September 18, 2007
Page 5 of23 .
