Chair Elvig stated that hr would like to address Ms. Hesselgrave's question about the
notification process. He asked that everyone present tonight give the City their name and
address before they leave so the City' can ensure they are notified if or when this project moves
forward. He asked Public Works Director Olson to explain the notification process.

Public Works Director Olson stated that public input is very important to the City and cited the
recent example of the Northwest Sewer project. He stated that there were five different potential
alignments and the City notified everyone that was within one-half mile of these alignments to
get feedback on what residents felt was the best route. He stated that after concerns were heard
from the public, then the City identified the pros and cons of all the possible alignments for the
Council. He stated that the City Council selected the most cost effective and least disruptive of
all the alignments. He stated that he envisions that same process for this project. He stated that
there is a meeting coming up on November 14, 2007 to discuss the transportation section of the
comprehensive plan and encouraged residents to attend this meeting and give their feedback.

Councilmember Olson stated that the meeting is scheduled for November 14, 2007 from 6:30
p.m. to 9:30 p.m.

Terri Peterson, 16591 Variolite Street, stated that she and her husband, Mike, have had several
conversations with Public Works Director Olson about possible impacts to their property from
this roadway. She stated that they were not notified in any way about the possibility of this
project. She stated that she saw someone from Bolton and Menk on their fawn one day and
asked why they were there. She stated that she is very concerned about communication between
the City and homeowners. She asked who was at the head of the project to change the name of
their street.

Chair Elvig stated that he was the one who put the idea out there to consider changing the street
name.

Ms. Peterson stated that she feels the City is putting the cart before the horse and she feels that
citizens should be told that ~omething is happening. She reiterated that she and her husband had
received no formal communication at all regarding this potential road. She stated that she is very
opposed to this proj ect.

Chair Elvig stated that fifteen years ago, he was not involved in the City, but became involved
because he was upset that things were happening that he had no idea about. He stated that part of
the effort from the City is how to take our processes and let people know sooner rather than later
about things that may be happening. He reiterated that the City has a long term plan for a
east/west connector street atsome point. He stated that the City's forefathers decided this but the
reality may be that Alpine Drive and CR 63 are good enough. He urged residents to attend the
November 14, 2007 meeting regarding transportation and the comprehensive plan. He stated
that he had brought up the renaming of the street issue because if the City is going to have this
roadway, he felt the City needed to start the process of a single name for the road.

Ms. Peterson stated that she feels the obligation should be to the homeowners, first of all.

Public Works Committee / September 18, 2007
Page 6 of 23
