Case #1: Request for Site Plan Review of Burger King; Case of RSP Architects <br /> <br />Zoning Administrator Frolik stated that the Planning Commission previously granted site plan <br />approval in September 1996 for Burger King to develop in the northwest quadrant of Highway 10 <br />and Ramsey Boulevard, contingent upon access issues being resolved. Since that time the developer <br />has acquired the parcel immediately to the west and is presenting a revised site plan on 3 acres instead <br />of the original site plan on 1.5 acres. This acquisition allows compliance with the County <br />recommendation that access on Ramsey Boulevard be aligned with the access to Holiday Stationstore <br />on the east side of Ramsey Boulevard and provide sufficient space for the septic system. Also, the <br />recommendation from Mn/DOT is for the access on Highway 10 to be further west to accommodate <br />adequate acceleration and deceleration lanes on Highway 10. The proposed project meets City Code <br />requirements for lot coverage, setbacks, number and design of off-street parking spaces, landscaping, <br />and screened waste enclosure. The exterior walls are proposed to be a combination of brick and <br />masonite siding. City Code requires the exterior to be either natural or prefabricated brick or stone, <br />unless a different material is approved by the City Council. Staff recommends that only a <br />maintenance free siding be allowed. <br /> <br />Commissioner Jensen asked the color of the brick and whether a different material than masonite <br />could be used. <br /> <br />Greg Dolphin from Burger King answered that the brick color is tan. He stated that the masonite <br />siding could be changed to standing seam metal. <br /> <br />Motion by Commissioner Jensen, seconded by Commissioner Deemer to require an exterior material <br />other than masonite that is in compliance with City Code. <br /> <br />Motion carried. Voting yes: Chairperson Bawden, Commissioners Jensen, Deemer, LaDue and <br />Terry. Voting no: None. Absent: Commissioners Holland and Thorud. <br /> <br />Commissioner Deemer stated that the revised site plan is better than the original one. He noted, <br />however, that the light standards to be used in the parking lot are not illustrated on the plan and that <br />the light fixtures shown on the building do not meet City Code. He further stated that he would like <br />to see longer turning lanes for the access off'Highway 10 to alleviate congestion at the intersection <br />of Highway 10 and Ramsey Boulevard. <br /> <br />Greg Dolphin stated that the turning lanes are designed according to Mn/DOT requirements. <br /> <br />Zoning Administrator Frolik added that the plans have been submitted to Mn/DOT.
