Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, LaMere, Barr, and
Hansen. Voting No: None. Absent: Olds, Erickson.

COMMISSION BUSINESS

Case #2:

Consider Outfield Fencing for Ballfields #2 and #3 at Alpine Park

ParkslUtilities Supervisor Riverblood explained that beginning in the spring of 2007, the youth
athletic association's baseball program has been discussing the benefit of outfield fencing for two
of the four baseball fields at Alpine Park. This has now progressed to a formal proposal to the
City. The expense for this project would be $20,000 or less.

Mr. Jay Rumpca, Commissioner of Baseball for Anoka Ramsey and Wayne McFarlane,
Fundraising coordinator, made a presentation to the Park Commission for fencing for Alpine
Park Ballfieds #2 and #3. They are looking to put up fencing on these fields for 12-14 year old
kids.

Chairperson Johns asked how many of the kids are in the 12-14 age group.

Mr. Rumpca thought there were around 120 kids in that age group.

Commissioner Barr wondered why they only wanted to fence fields 2 and 3.

Mr.Rumpca indicated there were two different age groups that utilized the four fields.

ParkslUtilities Supervisor Riverblood wondered if they would anticipate fencing the other two
fields in the future.

Mr. Rumpca stated he would like to.

ParkslUtilities Supervisor Riverblood asked if it would make more sense to fence fields one and
four instead so fields two and three could be utilized better until they would fence them all.

Mr. Rumpca stated the grant stipulates fields two and three and it would be easier to leave it that
way than to go to the Twins to amend the grant.

Chairperson Johns wondered if there was landscaping as a part of this also such as vines along
the fence.

Mr. Rumpca stated he would have to discuss this with Mr. Riverblood because vines may get in
the way of mowing. They would install yellow safety caps along the fencing and then flags for
wind. He stated they would also install a concrete apron, otherwise known as a mow strip under
the fence to present a cleaned and groomed field.

Commissioner Barr wondered what the projected completion time is if the grant passes.

Park and Recreation Commission/September 13, 2007
Page 2 of 6
