City Engineer Jankowski stated the entire site was larger than the 29 acres being graded. A <br />significant area of the site was being left in its natural state per the tree preservation plan. <br /> <br />Mr. Peterson explained that some of the site area material was being removed from the site and some <br />was being moved from high areas to lower areas of the site. He stated the entire site was 60 acres <br />and the open area would contain 29 acres. He stated where possible he will try not to disturb the soil. <br />If there is a dust problem he will address it. <br /> <br />Commissioner Jensen questioned the 75 foot long gravel approach and noted that the sight line at <br />156th Lane is minimal. <br /> <br />Zoning Administrator Frolik stated the gravel approach is a standard requirement on all grading <br />permits. <br /> <br />Mr. Peterson stated the sight line at the access point of 157th Lane N.W. has been approved by the <br />State and does exceed the requirements. The gravel is placed to deter the tracking of sand onto <br />T.H.#47. <br /> <br />Commissioner Jensen asked if the trucks would be flagged in and out of the site. <br /> <br />Mr. Peterson stated traffic control would be utilized if it is required. <br /> <br />City Engineer Jankowski stated Mr. Peterson is required to obtain a permit from the State Highway <br />Department. They set the safety standard requirements. <br /> <br />Commissioner Jensen again stated the sight line is not good when accessing T.H.#47 from 156th <br />Lane. She stated it would be dangerous pulling out with these trucks approaching. <br /> <br />Commissioner Deemer noted the final design included a bypass and deceleration lane on T.H.#47. <br />He questioned if this could be constructed sooner to facilitate truck movement. <br /> <br />Mr. Peterson stated these lanes will be constructed during the first phase of construction. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner Holland to recommend that the City <br />Council approve the request of Good Value Homes, Inc. for a conditional use permit to grade and <br />export soils in the plat of Apple Ridge. <br /> <br />Motion carried. Voting yes: Chairperson Bawden; Commissioners Deemer, Holland, Jensen, LaDue, <br />Terry, and Thorud. Voting no: None. Absent: None. <br /> <br />Case #6: <br /> <br />Request for A Conditional Use Permit to Grade and Export Soils; Case of John <br />Enstrom <br /> <br />City Engineer Jankowski reported the City has received a request from Mr. John Enstrom for a <br />conditional use permit to grade and export approximately 114,000 yards of soil from his property at <br /> <br />Planning Commission/September 2, 1997 <br /> Page 7 of 12 <br /> <br /> <br />
