CASE # I I <br />REQUEST TO ENTER INTO A CONTRACT WITH BLUE CROSS BLUE SHIELD FOR <br />ACTIVE COMMUNITY PLANNING GRANT: <br />CASE OF CITY OF RAMSEY <br />By: Breanne Dalnes, Associate Planner <br />Background: <br />On May 22, 2007, the City Council authorized staff to submit a proposal in response to a Request for <br />Proposals issued by Blue Cross Blue Shield of Minnesota. As part of their Pre ventionMinnesota <br />program, which was created as part of the tobacco industry lawsuit, Blue Cross is funding <br />communities to incorporate principles of active living /physical activity into their comprehensive. <br />plans. The City submitted a proposal and a work program, and was offered $35,000.00. . <br />The proposed contract is necessary to commence disbursement of the grant award. The requirements <br />of this grant award are twofold. First, the City must conduct a Health Impact Assessment, which is <br />an analysis of components of the built environment that are indicators for a healthy community such <br />as accessibility, air quality, water quality, and green space. The second requirement would be to <br />explore the introduction of land use, park and trail, and transportation policies that would encourage <br />the increase in physical activity into the writing of the Comprehensive Plan. This work would be <br />conducted by City Staff and Bonestroo, as part of the Comprehensive Plan update. <br />The following information is included for your information: <br />1) Proposed work program <br />2) Proposed contract <br />Recommendation: <br />Staff recommends acceptance of the proposed contract. <br />Funding Source: <br />This grant will provide the City with $35,000.00, a significant portion of which will be used to write <br />the land use, transportation, and parks and trails portion of the City's Comprehensive Plan. <br />Council Action: <br />Motion to authorize the City Administrator to enter into a contract with Blue Cross Blue Shield and <br />to accept an amount of $35,000.00 to conduct a Health Impact Assessment of the community and <br />explore principles of active livi within the Comprehensive Plan, as outlined in the.proposed work <br />program. 1 <br />Review Checklist: <br />City Administra r <br />Interim Assistant mm ni Dev 1 pment Director <br />CC: 10.23.07 " <br />-183— <br />
