Section III: Work Plan <br />Update portions of the Comprehensive Plan to incorporate active living principles <br />This award will be utilized to update the trail and park portion, the land use section, and the <br />transportation and transit portion of the Comprehensive Plan to strengthen the emphasis on <br />walking, biking, running, recreating, and multi -modal commuting. This will be achieved by <br />working with the selected consultant, DSUBonestroo, to discuss the existing and proposed trail <br />systems, identify key links that should be a priority, and explore marketing and best practice <br />strategies to have a positive impact on the usage and expansion of the trail system. Furthermore, <br />Bonestroo will identify opportunities for connections to existing and proposed land uses including <br />Ramsey Town Center, the Mississippi River, and transit. Ramsey's strategies for this portion of <br />the contract would be to increase amount and use of existing infrastructure (parking ramp, trails, <br />parks, and Town Center in general), increase connections to activity and transportation nodes, and <br />increase the use of multi -modal options for transportation. The Comprehensive Plan will also <br />identify design criteria for encouraging more walkable communities, and will identify specific <br />ordinances to accomplish this design (i.e. sidewalk requirements, street connectivity among <br />neighborhoods). The following tasks with regard to the Comprehensive Plan will be <br />accomplished through a BCBS contract: <br />• Explore best practices in subdivision design and trail location to emphasize the <br />importance of connections between parks and trails within the community. <br />• Discuss the risks of inactivity and the benefits of promoting and producing a more <br />physically active community. <br />• Place importance on the policy of developing sidewalks and trails within <br />neighborhoods through the subdivision process. <br />• Identify opportunities to connect neighborhoods and increase pedestrian /biking <br />thoroughfares. <br />• Examine possibilities in the Ramsey Town Center and other key locations to <br />encourage walkability through specific urban design standards including, but not <br />limited to, reduced setbacks, architectural requirements, height and density <br />flexibility and flexible zoning strategies such as form -based codes, mixed -use <br />development, and conservation /cluster development. <br />• Discuss current and future transit opportunities, and multi -modal transportation <br />possibilities among autos, walking, and buses /rail. <br />• Explore incorporating components of urban designs standards for traffic calming, <br />including, but not limited to, narrower streets, a dedicated and wider pedestrian <br />realm (sidewalks or trails), speed bumps or reductions, and possibilities for <br />pedestrian overpasses /underpasses on County or State roads. <br />• Assess and discuss the importance of community support for policies and programs <br />that promote increased physical activity. <br />-184- <br />
