Case #4: Request for Sketch Plan Review of Boike Addition; Case of Anoka County <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:45 p.m. in <br />order to call the public hearing to order. <br />Public Hearing <br />Chairperson Nixt called the public hearing to order at 7:45 p.m. <br />Presentation <br />Assistant Community Development Director Frolik stated that Anoka County is in the process of <br />purchasing 41.24 acres on the south side of Highway 10 from Larry Boike in order to preserve <br />land for the future highway interchange for Highway 10 and the Mississippi River Bridge <br />crossing. The property is located directly west of the intersection of Riverdale Drive and Llama <br />Street. Anoka County needs to split the parcel into three separate parcels in order to tap into <br />three separate funding sources to pay for the purchase. <br />Assistant Community Development Director Frolik asked the Commission to provide the <br />applicant with comments regarding the proposed sketch plan. Once the Planning Commission <br />has completed its review, a final plat will be reviewed by the City Council for approval. <br />Commissioner Trites Rolle asked if this is the opportunity to divide and use the funds. <br />Chairperson Nixt stated he would be curious if there are any restrictions in the funding <br />documents regarding utilization of the property and that would be his principal concern with <br />three separate financing sources. <br />Case #5: Public Hearing — Consider Proposed Amendments to 9.12 Signs of Chapter <br />Nine of City Code; Case of City of Ramsey <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:48 p.m. in <br />order to call the public hearing to order. <br />Public Hearing <br />Chairperson Nixt called the public hearing to order at 7:48 p.m. <br />Presentation <br />Associate Planner Breanne Dalnes reviewed that on November 1, 2006, Staff attended a legal <br />seminar, sponsored by the League of Minnesota Cities, about recent lawsuits and legal <br />interpretations regarding cities' sign ordinances. The primary discussion was the recent case law <br />associated with content -based regulation, which is regulating any aspect of a sign (location, size, <br />etc) based on what the sign reads. Also, there was discussion about the legality of regulating <br />digital billboards. On February 1, 2007, the Planning Commission recommended that the City <br />Planning Commission /September 6, 2007 <br />Page 6 of 15 <br />
