Case #8: Request for Site Plan Review of Ramsey Schwinn; Case of Richard Wolens <br /> <br />Zoning Administrator Frolik stated that the applicant wishes to build a bike sales and service shop <br />on Lot 2 of the new Deal Commercial Center. The building is proposed to be a 5,000 square foot <br />facility on Highway 10. Staff.recommends that access to Highway 10 be via the existing access at <br />the southwest corner of the Pro Sporting Goods' site. Special easements would be required from Lot <br />3 to Lot 2 for public access. It is recommended that the developer improve the driveway across Lot <br />3 to feed into Lot 2 so there will be no interruption of access to Lot 2. The site plan is revised to <br />provide additional green space adjacent to Highway 10. Code requires a 35-foot setback. The only <br />issues are to identify construction materials for trash enclosure, provide the City Engineer with <br />lighting specifications and submit a detailed landscape plan. <br /> <br />Commissioner Deemer suggested that with further development to the west, access off.Highway 10 <br />could be abandoned and an easement across the entire front width of the property could be helpful <br />to provide access to the managed access at Lot 1 for vacant property to the west. <br /> <br />Mr. Wolens stated that he needs to build fast and be operational by February 1, 1998. He does not <br />want to apply for any variances, and, therefore, designed the building to fit the lot. <br /> <br />City Engineer Jankowski suggested that it would be in the best interest of those lots if the design was <br />reconfigured for the drainage pond to be located behind the building. <br /> <br />Mr. Wolens stated that he does not have time to apply for variances but has no problem with a City <br />easement over the pond. <br /> <br />Commissioner Deemer expressed concern about alternative access points in addition to Highway 10 <br />and construction of a service road for access. He noted that Mn/DOT has stipulated one-half mile <br />between intersections on highways. <br /> <br />City Engineer Iankowski stated that he will verify the Mn/DOT requirement. He stated that a rear <br />service road is a long-range plan. The frontage road is short term and will not extend to the western <br />boundary of the property. At some point another access will be necessary when access off.Highway <br />10 is blocked. <br /> <br />Motion by Commissioner Deemer, seconded by Commissioner LaDue to recommend City Council <br />approval of the site plan for Ramsey Schwinn based on the discussion and concerns about access. <br /> <br />Motion Carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, LaDue, Holland, <br />Jensen and Thorud. Voting No: None.
