Voting No: None. <br />Case #6: [ ~ <br /> ~ l{equest for Preliminary Plat Review of Alpine Acres; Case of Oak Creek <br /> I B~Uilders, Inc. <br /> <br />Associate P1 nn4r Wald stated that at the June 10, 2003 City Council meeting, the Council stated <br />several conc~mslregarding the proposed development. The Council agreed to schedule a special <br />work sessioniforiJune 17, 2003, to discuss the proposed plat in detail with the developer. During <br />the work seS~lion} several City Council members expressed concern regarding the close proximity <br />of Radium S :tee!, which is a private cul-de-sac, to Alpine Drive. The consensus of the Council <br />was that Radium Street needed to be located at least 30 feet from the right-of-way of Alpine <br />Drive and ad. titiqnal screening needs to be established between Radium Street and Alpine Drive. <br />The City Council also discussed the Park and Recreation Commission's recommendation to <br />dedicate a 5-age park located in the southeastern comer of the plat and the Planning <br />Commission% r~ommendation to require a public access easement from the townhome units to <br />said .5-acre ~arl~. The consensus of the City Council was to follow the Park and Recreation <br />Commission'¢ recommendation to provide for a .5-acre public park within the plat. However, the <br />developer do{s n~)t need to provide for a public access easement from the townhomes to the park <br />since the par~ mill serve as natural open space until such time the City establishes funds to <br />provide park [iml~[ovements. The City Council also stated that they felt access could be gained <br />from Nowtheh B~ulevard. Subsequent to the work session, the preliminary plat has been revised <br />to address thei City Council's direction. Radium Street cul-de-sac ~s now located 30 feet from the <br />right of wa3~ of:Alpine Drive and complies with the required 50-foot radius. Due to the <br />reconfiguratl !n o~Radmm Street, one umt was removed from'the plat. The preliminary plat of <br />Alpine Acres is gow proposing to develop a total of 200 townhome units and one single family <br />home. This et ua~s to a net density of 6.2 units per acre. In an attempt to provide for additional <br />screening fret Ajpine Drive to Radium Street, the revised preliminary plat is also providing for <br />a 3-foot berrr w~ieh includes additional plantings selected from the Ramsey Tree Book. An <br />access is beiltg ~rovided from Nowthen Blvd. to the future park located in the southeastern <br />comer of the' dat.[ <br /> <br />Councilmeml: er I~urak stated that there has been some discussion regarding fencing at the end of <br />the cul-de-sac ~and the entrance that was not resolved at the work session. <br />Associate Pla_~ne~ Wald explained that the developer has looked at fencing options and they are <br />willing to ins~ll 4 fence, but they proposing a one to three foot berm with irrigation that would <br />be heavily lan~sc~ed. <br /> <br />Mayor Garnet stated that he would prefer to see the berm with trees. <br /> <br />Councilmemb.~r Igook inquired if the developer would do a fence in lieu of the berm and <br />landscaping et wo¢ld there be both. <br /> <br />City Council/June 24, 2003 <br />Page 21 of 37 <br /> <br /> <br />
