Oak Creek ~uilders is representing the property owners. (Staff has letters of consent from the <br />existing pro~er~ owners stating that Oak Creek Builders are representing them.) The subject <br />property is $on~d R-2 Medium Density Residential and is approximately 42.4 acres in size. The <br />applicant wits proposing to develop a total of 200 townhomes (eight-unit buildings, six-unit <br />buildings, f~ur-~nit buildings, and three-unit buildings) and one existing single-family homestead <br />for a total o~' 20B housing units. The site plan is proposing a net density (exclusive of wetlands <br />and major rgad ~ight-of-way) of 6.2 units per acre, the proposed development complies with the <br />R-2 maximt~m ~ensity restriction of seven units per acre. The development is providing for a <br />combinationi, of~ublic and private streets through the development. The public spines that will <br />service the t~w ~r~home units are Sodium Street, 153rd Lane, Radium Street, and Tungsten Street. <br />The site pla; c~mplies with private street length and width requirements established in City <br />Code. The o~nhouse units meet or exceed townhouse size, setbacks, and structure height <br />requirements. es~blished in the R-2 District. The development is proposing a few different <br />townhouse s' ¥1e~., however all units will be constructed with vinyl siding and brick accents. The <br />proposed eXl ~riok materials comply with City Code. Staff recommended that the species palette <br />be revised tc in4tude a larger variety of plantings. The Planning Commission reviewed the site <br />plan at their ~tun~ 5, 2003 meeting. The City Council scheduled a special work session for June <br />17, 2003 to disct~ss the preliminary plat of Alpine Acres. The concerns and discussion regarding <br />Alpine Acre~ pl~t are discussed as part of the preliminary plat case. The Planning Commission <br />recommende4t site plan approval subject to compliance with the City Staff Review Letter dated <br />May 16, 2002, r~evised June 6, 2003, and the City Council approving the preliminary plat of <br />Alpine Acres[ : <br /> <br />Motion by ~ay0r Gamec, seconded by Councilmember Pearson, to approve the site plan <br />contingent Ul~on ~ompliance with City staff review letter dated May 16, 2003, revised June 6, <br />2003, revised JUge 20, 2003, and the developer receiving preliminary plat approval of Alpine <br />Acres. <br /> <br />Motion carried. ;Voting Yes: Mayor Gamec, and Councilmembers Pearson, Cook, Kurak, and <br />Strommen. ¥otifigNo: Zimmerman. <br /> <br />Case #8: Re~luest for Comprehensive Plan Amendment; Case of Oak Creek Builders, <br /> Ink. <br /> <br />Associate Plmmer Wald stated that the 2002 Comprehensive Plan designates the subject property <br />as low densit, residential. The five lots located immediately north of the subject property are <br />designated fot~ lo~-density residential development; the remainder of the property bordered by <br />Alpine Drive! C~S.A.H. #5 and Sunfish Lake Boulevard. is designated medium density <br />residential. T~e Planning Commission conducted a public hearing on June 5, 2003, regarding the <br />proposed am~ndnlent to the Comprehensive Plan. Ms. Kuechle stated her opposition to the <br />comprehensiv~ plfin amendment and subsequent rezoning because the previous property owners, <br />now deceased~ had told her that they did not want their property developed with anything other <br />than single-fa~il~.homes. There were also a couple of residents from Fox Knoll present at the <br />hearing. Fox Knoll is located on the south side of Alpine Drive.
