It is: l~ls. ~homas s op~mon that connecting Rabb~t Street to Nutria Street will provide for <br />a consideral~le ~a~rnount of increase in traffic to 167th Lane. Ms. Thomas stated that 167th Lane is <br />already a da~ge [mus road due to its curvy configuration. Subsequent to the Planning Commission <br />meeting, Ms. Tliomas submitted a letter stating her concerns and objections to connecting Rabbit <br />Street to N[.tri~ Street. It should be noted that the preliminary plat of Tiger Meadows is not <br />providing fo r a ~onnection. During the sketch plan review of Tiger Meadows, the City Council <br />stated inter~ ~t irl providing for a connection from Rabbit Street to Nutria Street, however staff <br />was only di 'ect.~d to research possible options. The City Council directed the developer to <br />provide a re: npdyary cul-de-sac to the southeastern plat boundary line. Also during the public <br />hearing, Tai~ al $iedrich, 16919 Tiger Street, inquired whether it would be possible to shift 170th <br />Avenue nort ~ iniorder to provide more separation from the public street to her northern property <br />boundary li~ e. ~Subsequent to the Planning Commission meeting, the developer revised the <br />preliminary] dar ~tnd shifted 170th Avenue an additional 10 feet north. Shifting 170th Avenue any <br />further north, wig be problematic due to the existing wetland located just north of 170th Avenue <br />on Lot 1, Bl,)cki'l. In an attempt to provide for some screening along Ms. Diedrich's northern <br />property line th~ developer provided four, 6-foot tall coniferous trees within the right of way of <br />170th Avenue. ~aff recommended that the developer provide an additional five coniferous trees. <br />The preliminary ~lat indicates that Ms. Diedrich's house is located approximately 175 feet from <br />the edge of/,he lbavement of 170th Avenue. The Planning Commission recommended that the <br />City Councill approve the preliminary plat contingent upon compliance with City Staff Review <br />Letter dated May~:30, 2003, the developer revising the preliminary plat to provide for appropriate <br />screening froJn 1~70th Avenue to the existing single family residential lot located at 16919 Tiger <br />Street, and ~the i development receiving a variance to cul-de-sac length restrictions. The <br />preliminary ~lat l~as been revised to address the Planning Commissions recommendations. <br /> <br />City Enginoe:; Ja0kowski noted that in the City staff review letter under grading and drainage, it <br />states that tlc developer must receive the appropriate permits from the Lower Rum River <br />Management Ort~anization (WMO), which has not yet been done. In reviewing the plan with the <br />WMO, it betlam.~ clear that the plan submitted would not be approved because the basement <br />elevations ar~ below the regional flood elevation. There is an opportunity to change the grading <br />plan, which v~oul[t not impact the actual layout of the lots. <br /> <br />Councilmem~er Zimmerman inquired if the WMO permit requirement could be incorporated <br />into the apprdval,~r <br /> <br />City Enginee~ Ja0kowski recommended that preliminary plat approval be made contingent upon <br />receiving appi'ovdl from the WMO. <br /> <br />Associate Pla] me~ Wald noted that that requirement is included in the City staff review letter. <br /> <br />Councilmemlier Cook stated that the preliminary plat identifies a cul-de-sac near Nutria Street, <br />and questioned if lit is deemed feasible to make a connection from the new development and the <br />existing devel 0pn{lent through the park via a parking lot, if they could have the developer spend <br />the money on that~ connection rather than constructing the cul-de-sac. <br /> <br />City Council/June 24, 2003 <br />Page 28 of 37 <br /> <br /> <br />
