[ <br />Case #14: ~ /kdoption of the Final Town Center Alternative Urban Areawide Review <br />f L <br />i ~AUAR); Case of City of Ramsey <br /> <br />Councilmexfibe~/Kurak abstained from the discussion. <br /> <br />Principal PI nn r Trudgeon stated that on April 22, 2003, the City Council authorized the release <br />of the dratl YoW~n Center Alternative Urban Areawide Review (AUAR). The release triggered a <br />30-day review Ceriod that ended on May 14, 2003. Under the AUAR process, the City must <br />respond to all Comments and send out these responses to agencies and persons making the <br />comments. Che~e responses were received by the appropriate persons/agencies on June 2. <br />Persons and[age~ cies then have 10 business days to object to the City's responses. This 10-day <br />period end~ on[ June 16, 2003. The City received no objections to its responses. Staff had <br />reviewed th~. firlal product and finds that it adequately addresses the City's and respondent's <br />concerns to flae J~raft AUAR. The City received a clarification letter from Metropolitan Council <br />regarding sa~ titarty sewer capacity downstream from Ramsey. The City also received a letter from <br />Erika Sitz re ,mrding the Town Center AUAR. Under Minnesota Administrative Rules, only state <br />agencies can object to the City's responses to the Draft AUAR. Nevertheless, Ms. Sitz wanted to <br />make sure th at t.he Council sees her concerns. It was noted that the City will follow the normal <br />permitting P~ Oc~s with the DNR for any water appropriation and that this fact is also discussed <br />in the AUAR. i As the Ramsey Town Center develops, the City will use the final AUAR <br />document as a I~asis of review during [he approval process and will enforce the mitigation <br />requirements outlined in the final AUAR. In the end, all developments within the Town Center <br />will need to [dh~re to the policy and mandates of the Town Center AUAR. Abstained: Councilmember Kurak. <br /> <br />Case #15: A~thorizing the Initiation of an Alternative Urban Areawide Review <br /> (~AR) Environmental Review for Highway #10 Corridor within the City of <br /> Ramsey <br /> <br />Principal Plahnet Trudgeon stated that MnDOT conducted a Highway #10 Inter-Regional <br />Corridor stud~ iri 2002 that outlined the deficiencies and needs of the Highway #10 corridor <br />through the riexti20+ years. Several alternatives were identified in the IRC study, including <br />realignment of th~ existing corridor. In an effort to preserve all of the options presented in the <br />IRC study, the City has taken an active interest in preserving the corridor as much as possible <br />until such ti~ ie ~nding is available. This unique combination of transportation and land use <br />factors creates anf~mmed~ate need to explore tools for transportation management, right of way <br /> <br />preservation, <br />Urban Areaw <br /> <br />~ndlfurther land use planning.
