Abstained: CouncilmemberKurak. <br /> _ <br />Case #17 I ~onsider Interim Ordinance for a Six Month Extension to the Development <br /> · I l~!oratorium on Highway #10, West of Armstrong Boulevard NW <br /> <br />Community DeVelopment Director Frolik stated that in response to a request from Anoka County <br />representati, ~s i~ 2001, the Ramsey City Council adopted an interim ordinance establishing a <br />moratorium >n t~e development of certain parcels of land generally located north and south of <br />T.H. #10, w ~st 0f Armstrong Boulevard. N.W. That ordinance is in effect until July 30, 2003. <br />The purpose of ~e moratorium is to protect the planning process while Mn/DOT, Anoka County <br />and HennepJn Gounty join forces to prepare a Northwest Metro Corridor and River Crossing <br />Study to con ~ido~ long-term options to address the relief of congestion on the highway corridors <br />and river crossings. It is likely that property west of Armstrong Boulevard. in Ramsey would be <br />impacted if~ M~ssissippi River crossing is determined to be a long~term option to the relief of <br />traffic conge ;tio~. Mn/DOT and Anoka and Hennepin Counties have released a draft Scoping <br />and Scoping De~.ision Document dated March 2002, relating to the Northwest Metro Corridor <br />and River CJ oss~g Study. It is anticipated that the final scoping documents will be published <br />later this suram~r. According to Minnesota Statute 462.355, Subd. 4, moratoriums may be <br />established for it maximum total period of 30 months. The subject area has been in a <br />development moratorium for 24 months. Staff recommended that the moratorium be extended <br />an additional 6 ~onths to protect the planning process until the final Scoping and Scoping <br />Decision doC~ ~me~tts are published by Mn/DOT. <br /> <br />Motion by Ct undJlmember Cook, seconded by Councilmember Kurak, to introduce an ordinance <br />extending th~de~,elopment moratorium on certain parcels located in Section 29 of the City of <br />Ramsey, Anoica (~ounty, Minnesota for an additional six months. <br /> <br />Motion carrie,~.
