CASE # <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF ALPINE ESTATES; <br />CASE OF ICC. LAND COMPANY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Chuck Lund of K.C. Land Company is requesting preliminary plat approval of the proposed plat <br />of Alpine Estates. The property is situated in the northwest quadrant of the intersection of <br />County Road /457 and 153rd Avenue N.W. The following items are enclosed for your <br />information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Preliminary plat <br />City Staff review letter dated March 21, 1997 <br />Draft Planning Commission public hearing and meeting minutes dated March 4, <br />1997 <br /> <br />Notification: <br /> <br />Owners of property in excess of the standard 350 foot distance requirement were notified of the <br />public hearing. In addition, the City has hosted two neighborhood meetings regarding the <br />proposed development. <br /> <br />Observation: <br /> <br />The plat will be served by two accesses from 153rd Avenue N.W. and none of the lots will have <br />direct access onto 153rd. The grading plan submitted by the applicant is acceptable to the City <br />Engineer. <br /> <br />The proposed plat consists of 21 acres and with. proper zoning, is eligible for approximately 54 <br />lots. However, in response to the concerns of area residents, the City established as a condition <br />of the sale that the maximum number of lots created on the property would not exceed 38 and <br />that a maximum of 17 lots would be platted along the north property line adjacent to pre-existing <br />larger, rural residential lots. The proposed preliminary plat has met these stipulations. <br /> <br />The minimum lot size in the urban dist. rict is 10,800 square feet; the average lot size in Alpine <br />Estates is 14,759 square feet. The minimum lot width is 80 feet in the urban district. The <br />average lot width on the 17 lots abutting the rural residential property to the north is 121.4 feet; <br />the width of the rural lots is 135 feet. The purchase agreement for the property also agreed to a 5 <br />foot reduction in the front yard setback on Lots 11, 20 and 35 in order that the sight line for the <br />respective homes would be consistent with the homes on the straight-away. <br /> <br />The purchase price of the property included the $825 per lot park dedication fee. <br /> <br /> <br />
