two have been rezoned prior to completion of the final plat (from either a rural or a business <br />designation). Four more have been rezoned after final plat approval and eleven have not been <br />rezoned. Of the eleven, seven resulted from the 1989 expansion of the Metropolitan Urban <br />Service District (MUSA) and four more resulted from the 1995 MUSA expansion. Of those <br />rezoned after final plat approval, all were within the original MUSA. <br /> <br />As a result of the zoning issue confusion, at least a few improvements in procedure need to be <br />made. The first, already in process, is to amend our land use application form to require not only <br />a statement as to the zoning of a particular parcel but to also include the ordinance number that <br />provides for that zoning. The second is to add a rezoning component to the Comprehensive Plan <br />process so that approval of a Comprehensive Plan includes, as a corollary action, adoption of an <br />ordinance and zoning map effecting the contemplated changes (contingent upon Metropolitan <br />Council approval). Third, we need to provide for adoption by Council of a new zoning map at <br />this time and would ask that Council direct that this process be initiated.
