CASE #: <br /> <br /> REQUEST FOR A CONDITIONAL USE PERMIT TO <br /> GRADE AND EXPORT SOILS; CASE OF ERIC THOMSEN <br />By: City Engineer Steve Jankowski and Zoning Administrator Sylvia Frolik <br /> <br />7 <br /> <br />Background: <br /> <br />On January 14, 1997, the City received an application from Eric Thomsen to grade and <br />export soils from an area generally located west of T.H.//47 and south of County Road <br />#63, at about Vanadium Street N.W. The subject property consists of 9 acres. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br /> <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Revised Grading Plan dated March 17, 1997 and accompanying letter <br />dated January 14, 1997 <br />Planning Commission meeting minutes dated February 4, 1997 <br />Letter from Anoka County dated March 4,1997 <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Notification: <br /> <br />Conditional Use Permits are required to be subjected to public hearings with all <br />properties within 350 feet being notified of the public hearing. In this case, Staff <br />attempted to notify all property owners within 500 feet of the subject property. The <br />Anoka County Highway Department was also notified of the conditional use permit <br />application. <br /> <br />Observations: <br /> <br />The Grading Plan requests approval for the removal of 200,000 cubic yards of materials <br />from an area of approximately 9 acres. The application requested the duration of the <br />permit to be for a 5 year period. The operation will occur in two phases. Topsoil will be <br />stripped off of the Phase I area and will be deposited in a four foot high berm along the <br />south and east perimeter of the excavation site. This berm will be seeded to prevent <br />erosion during the mining activity. Silt fence will be placed between the berm and <br />adjacent wetland area. No grading will occur in the wetland. Twenty-one coniferous trees <br />and 7 hardwood trees will be removed to facilitate the grading according to the plan. A <br />sequencing plan regulates the removal of material from north to south in quarter acre <br />sections. <br /> <br /> <br />
