The Planning Commission conducted the public hearing and there were residents present <br />expressing concern with hours of operation, noise, erosion control, traffic safety, damage <br />to public roads and restoration. <br /> <br />The City Engineer has received a revised grading plan that does comply with best <br />management practices. The Applicant is also required to obtain a permit from Anoka <br />County and the Applicant will have to adhere to the permit conditions discussed in the <br />County's letter of March 4. An agreeable time frame of two years from the date of <br />commencement of operations without exceeding three years from the date of issuance has <br />been negotiated with the Applicant. Hours of operation were set at 7:00 a.m. to 8:00 p.m. <br />weekdays only. <br /> <br />Recommendation: <br /> <br />The Planning Commission and City Staff recommend approval of the request and the <br />permit as reviewed and amended by the Planning Commission. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Resolution//97-03- adopting Findings of Fact// relating Eric <br />Thomsen's request for a conditional use permit to grade and export soils. <br /> <br />Motion to: <br />Approve/deny Eric Thomsen's request for a conditional use permit to grade and <br />export soils and adopt Resolution #97-03- declaring terms of same. <br /> <br />Review Checklist: City Engineer <br /> <br />CC: 3/25/97 <br /> <br /> <br />
