CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT FOR AN OVERAGE IN <br />ACCESSORY STRUCTURE SPACE; CASE OF RHONDA MORRIS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />On February 7, 1997, the City received an application from Rhonda Morris for a conditional use <br />permit for an overage in accessory structure space on the property generally known as 16735 <br />Nowthen Blvd. NW The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Site plan and photo of building example <br />Draft Planning Commission meeting minutes from 3/4/97 <br />Proposed f'mdings of fact <br />Proposed conditional use permit <br /> <br />Notification: <br /> <br />Owners of property within 1,000+ of the subject property were notified of the public hearing. <br /> <br />Observations: <br /> <br />Rhonda Morris has entered into a purchase agreement for the pre-existing homestead and two <br />outlots proposed in the recently approved Harmony Addition. Rhonda breeds and raises Arabian <br />horses for her personal use and is proposing to construct a total of 28,659 square feet in new <br />accessory buildings on the 35 acre parcel to accommodate this special interest. The accessory <br />structures proposed include an indoor riding area/barn, machinery shed, and a storage building <br />for hay. The pre-existing buildings on the property include a house, garage, barn and two sheds. <br />The two sheds will be demolished and removed from the property. The total square footage of <br />the existing garage and barn is 3,400 square feet. The 35 acre parcel is allowed 5,664 square feet <br />and she is proposing to add an additional 28,65'9 square feet of accessory buildings. This is an <br />overage of 26,395 square feet. <br /> <br />The exterior facing finish on the office/lounge part of the larger structure is proposed to be <br />horizontal steel siding and the finish on the barn and arena portion is proposed to be metal <br />panels. The lower portion of any wall or portion of wall that faces .County Road #5 on this larger <br />structure is proposed to be finished with brick. Landscaping will be added along the north, west <br />and south walls. All three sections of this larger structure will be constructed with soffit and <br />fascia. The roof of the office portion of the structure will be finished with asphalt shingles and <br />the roof of the arena and barn portion will be finished with a decorative metal that has the <br />appearance of asphalt shingles. <br /> <br /> <br />
