<br />stated that residents should keep in mind that this was included in the CIP in 2004 because these <br />types ofprojects are only concepts. <br /> <br />Councilmember Olson stated that she felt the life of a City is a lot like the life of a family. She <br />stated that you make plans for the future for what you think will happen and what you think you <br />will need. She stated that sometimes things change and the plans do not make sense anymore so <br />you need to come up with a new plan. She stated that the comprehensive plan is revised every <br />10 years and Ramsey is in the process of working on it again. She encouraged everyone to <br />become part of the process and attend the November 14, 2007 meeting regarding transportation <br />corridors in the City. She stated that the last time the comprehensive plan was put together, this <br />corridor made sense and perhaps it doesn't make sense anymore. <br /> <br />Kim Opsal, stated that she would like to know who will decide the name of the street. <br /> <br />Chair Elvig stated that typically the City Council will solicit ideas throughout the City. <br /> <br />Steve KeIler, 16550 Alpaca Street, stated that he and his wife moved to Ramsey 14 years ago <br />because it was a quiet, rural City. He stated that the City changing and allowing 1 acre City <br />sized lots is what has created the transportation problems. He stated that people who have lived <br />in the City for a long time do not want sidewalks. He stated that he feels the City is being <br />destroyed by the decisions being made and is forcing changes on the residents. He stated that he <br />feels long time residents are being penalized. <br /> <br />Beth Keller, 16550 Alpaca Street, asked ifthere were plans for a walking trail behind her home. <br />She stated that someone had come and offered them money for some land behind their home. <br /> <br />Public Works Director Olson stated that a trail is shown in the comprehensive plan and some <br />grant money to fund a regional trail corridor has been acquired. He stated that eventually, the <br />idea was to make a connection to Armstrong Boulevard, but stated that similar to the road, this is <br />just a line drawn on a map, but it doesn't necessarily mean this is the right place for it. <br /> <br />Chair Elvig stated that Mr. Keller made a good point about density transitioning. He stated that <br />the policy makers need to think about what will happen 20 years from now in their planning. He <br />stated that he understands Mr. Keller's concerns because he also moved here for the rural <br />atmosphere. He stated that the traffic issues are not just because of growth in Ramsey, but also <br />growth in Elk River, Zimmerman, Bums, Big Lake, St. Francis and Princeton. <br /> <br />Randy Cornell, 16551 Alpaca Street, asked who put together the last comprehensive plan. <br /> <br />Chair Elvig stated that it was put together by two past City Councils. He stated that there were <br />also citizen groups involved, although he is unsure of how many were involved. <br /> <br />The Committee reviewed the routine for notification, including post cards sent to residents, <br />posting on the website and information in the Ramsey Resident paper. <br /> <br />Public Works Committee / September 18, 2007 <br />Page 10 of 23 <br />
