Mike Ellis, 7601 16ih Avenue, asked whether it was mandated that the east/west road would
need to have sidewalks.

Chair Elvig stated that inclusion of sidewalks are negotiable, but the City has stated that it would
like to be more pedestrian friendly.

Mr. Ellis asked ifthe residents would be assessed for the cost of the sidewalks.

Chair Elvig stated that residents will not be assessed and the cost is normally paid by the Parks
Department or by individual developers.

Kelly Lemkau, 6951 16ih Avenue, stated that she lives on the eastern portion of the planned
roadway. She stated that they have had many safety issues with cars hitting trees or mail boxes.
She stated in her area she is glad to see some improvement. She stated that when trails were put
in on CR 5 a few years ago, it was a shock, but now they enjoy being able to hop onto the trails
without fear of being hit by cars.

Nancy Jacobsen, 7700 166th Avenue, stated that she would like to know when a decision will be
made.

Chair Elvig stated that he cannot answer this question because the City is just gathering
information right now. He stated that one of his first questions is who will pay for this road.

Public Works Director Olson stated that a portion of this can be paid with State Aid funding but
other funding will need to be determined.

Mr. Genacy asked if homeowners would be assessed.

Chair Elvig stated that homeowners will not be assessed.

Jeff Wise, 165th Avenue, asked whether economic consideration was given to the location of the
road. He stated that he is afraid the City is catering to developers rather than their constituents
with the placement of this road.

Ms. Hesselgrave stated that there is a rumor that the City agreed not to put the road through the
Peterson property.

Chair Elvig stated that no one on the City Council has heard anything of this nature.

Councilmember Olson stated that if any deal had been struck with a developer, it would have
been a matter of public record and stated that it did not happen.

Chuck Estrom, 7100 166th Avenue, stated that it looks like the east end of the road makes sense
and would make things much safer, but the west end looks like it doesn't make sense and would
not be safer. He stated that his wife died two years ago and agrees with Councilmember Olson's
comments about life changing. He stated that he feels much differently now about his land than

Public Works Committee / September 18, 2007
Page 11 of23
