he did while his wife was alive. He stated that while he appreciates Chair Elvig's comments that
the City welcomes input on plans, but feels this input has come too late because the City is
already allowing development and does not know where the road will go.

Chair Elvig stated that the City cannot stick their head in the sand and say that growth will not
happen, because it will. He stated that the City needs have a vision about what it thinks will
happen in 20 years. He stated that he would like to move into the Committee discussion portion
of the meeting. He stated that for any meetings regarding this subject, he will request that City
staff send out flyers and also reiterated his encouragement that residents attend the November 14,
2007 meeting on transportation.

Jim Overtoom, 1660 Jasper Street, stated that he was the property owner that had the alignment
of the road changed because it went right through his living room. He stated that there will be a
development next to him with 263 homes that he does not want. He stated that there are safety
issues on the eastern portion of the road. He encouraged residents to continue to be involved and
aware of what is happening in the City. He stated that he feels that wherever the road goes,
somebody will have to move, but the City needs to make this a safer City.

Chair Elvig closed the public input portion of the meeting at 7:29 p.m.

Public Works Director Olson reiterated that staff feels the only portion of this road that is
warranted right now, is the eastern section and that segments 2 and 3 could be moved further out.
He stated that the City could wait for the comprehensive plan process to be completed and move
Sections 2 and 3 out in the CIP to 2011 and 2012.

Councilmember Dehen stated that his concern is that if the City allows the eastern portion to
move forward, that this also directs the possibilities for the rest of the roadway also. He stated
that he feels the City needs to figure out the total project before it begins.

Public Works Director Olson stated that the City Council has already approved the Brookfield
plat and agreed not to allow the road to go through the plat.

Chair Elvig stated that he agrees that the road needs improvement on the east end from Quartz to
CR 5. He stated that he would like the process to move forward with a feasibility study.

Councilmember Dehen reiterated his thoughts that beginning the road directs where the rest of
the road will be. He stated that he feels the City could be creating new problems by not figuring
out the total roadway placement before it begins.

Chair Elvig stated that he feels beginning on the eastern portion of the road will correct a big
safety issue.

Todd Nelson, 7630 166th Avenue, stated that pushing back the road discussion to 2011 and 2012
would just mean that residents would have to come back in a few years and have the same
conversation with the City.

Public Works Committee / September 18, 2007
Page 12 of 23
