<br />Assistant City Administrator Nelson stated that if the regional water facility moved forward, it <br />will need to cross Bums Township. <br /> <br />Councilmember Dehen stated that whether Burns is a Township or a City does not effect whether <br />our fire department will help them out, so he did not understand that portion of the resolution. <br />He stated that he feels the City will still want them to participate in a regional water facility <br />whether they are a Township or a City also. He stated that he was unsure why Ramsey would <br />care whether they were a City or not. <br /> <br />Mayor Gamec stated that the issue could be whether or not the City wants to acquire any of their <br />land through this incorporation process. He stated that he would like to know if the City moves <br />forward with this resolution if the City could still pick up a portion of their Township. <br /> <br />Assistant City Administrator Nelson.stated that if the City wanted to do that, it should not move <br />forward with the resolution in support of the incorporation. <br /> <br />City Administrator Ulrich stated that if development was imminent, it would probably be a good <br />move for the City to annex land, however, in this case, development is not imminent in the next <br />5 years. <br /> <br />Mayor Gamec stated that he feels there are a few areas in the Northwest portion of the City, such <br />as Rodeo Hills and Southeast of Highway #47 where it may be feasible for the City to annex the <br />land because the City is already providing some services to the residents. He questioned whether <br />it would be feasible for the City to have those parcels added to the City or if it should be left as <br />is. He stated that he would not like to see the situation that Anoka and Coon Rapids had years <br />ago, when there was a blockade put up in the streets so one could not plow the other's streets. <br /> <br />Councilmember Strommen stated that she feels this is the time for the City to examine the <br />northern boundary. She asked if Elk River was also considering this resolution. <br /> <br />City Administrator Ulrich stated that Elk River has supported the resolution, as written. <br /> <br />Mayor Gamec stated that, years ago, there was a County meeting with Oak Grove, Burns <br />Township, and St. Francis where they talked about Ramsey serving those areas, possibly, with a <br />water treatment system. <br /> <br />Councilmember Strommen asked how Public Works Director Olson saw the water situation <br />playing out. <br /> <br />Public Works Director Olson stated that it appears to be hugely a political decision. He stated <br />that it seems logical that it will be a long time before sewer and water reaches this area, but noted <br />that those projections are always changing. <br /> <br />Councilmember Strommen asked if the City would have the ability to negotiate that, if the City <br />built a regional water treatment facility, Ramsey would be Bums' supplier if, and when, they <br />needed one. <br /> <br />City Council Work Session / October 2, 2007 <br />Page 2 of9 <br />
