<br />Public Works Director Olson stated that this is contrary to the DNR water surface discussions the <br />City has been having. <br /> <br />Councilmember Dehen stated that he is unclear what the relationship is between a township, a <br />city and a regional water treatment system. <br /> <br />Councilmember Strommen stated that an unincorporated town cannot have their own municipal <br />water supply, but an incorporated town can. She suggested that the City communicate that it <br />supports the incorporation as long as they tap into our regional facility when the time comes. <br /> <br />Councilmember Dehen questioned why the City couldn't do that now. <br /> <br />Mayor Gamec stated that regional facilities are under Met Council control, so the City cannot do <br />that now. <br /> <br />Assistant City Administrator Nelson reviewed the options the City Council has regarding this <br />resolution. She stated that the City Council can do nothing, because the resolution really has no <br />legal bearing on the incorporation process. She stated that the City Council can annex portions <br />of Burns Township, but cautioned that this will be difficult, as well as a highly political and <br />costly endeavor. She stated that the City Council can oppose the incorporation, and argue that <br />the City should reserve our options for the future, because of the regional water issue. <br /> <br />Mayor Gamec stated that he is fine if Burns becomes a City, but he would like to protect the <br />water and. sewer issue and a possible tertiary treatment system. <br /> <br />Councilmember Dehen asked if the City could craft our own resolution that addresses the water <br />and sewer issues because our only concern seems to be those issues, not whether they become a <br />City or not. <br /> <br />Councilmember Strommen reiterated that she doesn't care if Burns becomes a city, but if they <br />ever need a municipal water supply she would like them to get it from Ramsey. <br /> <br />Fire Chief Kapler stated that Elk River's system is a stone's throwaway from Burns compared to <br />Ramsey. He stated that, if the City asks them to commit to us dollar for dollar, if the City runs a <br />line into St. Francis, a good portion may be more feasible for them to get from Elk River. <br /> <br />City Administrator Ulrich pointed out that Elk River has not built their system to accommodate <br />Burns, but Ramsey has the opportunity to include them in our planning and development. <br /> <br />Councilmember Jeffrey stated that the cooperation of the area Fire Departments has been great. <br />He suggested that the resolution be drafted stating that the City has concerns about the health, <br />safety and welfare of the citizens and would like the opportunity to work on a regional facility. <br /> <br />Councilmember Elvig arrived at the meeting. <br /> <br />City Council Work Session I October 2, 2007 <br />Page 3 of9 <br />
