<br />Assistant City Administrator Nelson reminded the City Council that any resolution the City <br />submits will have a very little legal binding effect in the process. She stated that if the City <br />wanted to be serious about this, it should enter into discussions with the DNR and Met Council. <br /> <br />Councilmember Strommen asked whether the DNR would weigh in during the incorporation <br />process. <br /> <br />Mayor Gamec stated that he would like the City to leave it open so there can be discussion of the <br />sewer and water issues when Burns has the need. He stated that he sees it similar to what <br />Ramsey had when the City first began and were hooked into Anoka's system. He stated that he <br />feels the City can approve the resolution, but to send a follow-up letter stating the City wants to <br />discuss water and sewer issues. <br /> <br />City Administrator Ulrich stated that the City would probably get more attention on these issues <br />if the City opposed the incorporation. <br /> <br />Assistant City Administrator Nelson suggested that staff talk to the DNR and the Met Council <br />regarding the water issues and bring the issue back before the City Council for further <br />discussion. <br /> <br />There was consensus for staff to start discussions with DNR and Met Council regarding the <br />possible incorporation by Burns Township and a possible regional water treatment facility in the <br />future. <br /> <br />2) Public Works Campus Discussion <br /> <br />Public Works Director Olson stated that he had included information from past City Council <br />. discussions of the Public Works Campus and briefly reviewed this information. He stated that <br />the City had taken a look at other communities, but found that Brooklyn Park and Coon Rapids <br />were the most similar to Ramsey. He stated that through the analysis process, it was found that <br />approximately 20-23 acres would eventually be needed for a Public Works Campus. He stated <br />that they looked at three possible options; expanding the existing campus, acquisition of 35 acres <br />near the Fire Station No.1, or acquisition of land on the south side of the landfill (North of <br />Sunwood Drive). He reviewed what was felt to be the advantages and disadvantages of each <br />option. He stated that this campus has been in the Capital Improvement Program (CIP) for 2011 <br />or 2012. He stated that the option of expanding their existing site did not look like it would <br />work because the owner of the Bury Carlson property (20.7 acres) indicated that they were not <br />willing to sell. He stated that this situation appears to have changed and Mr. Bury has contacted <br />the City and would like to sell by the end of the year for a price of$4,000,000. He stated that <br />even if this property isn't eventually used for the Public Works Campus, there may still be some <br />advantage in purchasing this land. He stated that there may be a way for the City to move <br />forward on purchasing the land, but give Mr. Bury the right to lease the property for a specified <br />period of time. <br /> <br />Mayor Gamec stated that he feels purchasing this land would be a good idea. He stated that he <br />feels a comer of the industrial park may be the ideal place for a Public Works Campus because <br /> <br />City Council Work Session / October 2, 2007 <br />Page 4 of9 <br />
