<br />Councilmember Jeffrey stated that he likes the way the ordinance is written and noted that if <br />someone wanted to host a sanctioned event, they would still need to come before the City and <br />obtain a Special Event Permit. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to introduce an <br />ordinance amending Chapter 5 of the City Code, adding Section 5.20 Mixed Martial Arts - to <br />ban the activity of a non-sanctioned type of this event within the City of Ramsey. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Elvig, Dehen, Look, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #2: <br /> <br />Consider Proposed Amendments to 5.08 (Public Nuisances) of Chapter Five <br />of City Code; Case of City of Ramsey: <br /> <br />Community Development Director Trudgeon stated that the City Council has been working on <br />amending the City Code for the last few months. He noted that there was some language <br />inadvertently left out regarding tracks and trails. He stated that there was also a small change in <br />Section 5.08.04 to eliminate the statement that "all public exposure of persons having a <br />contagious disease". <br /> <br />Councilmember Look stated that the language states that tracks and trails for riding motor <br />vehicles is not allowed in residential areas. He asked what the definition of "residential" was in <br />this instance, because some areas have ~ acres lots and some have 10 acres lots. He stated that <br />he feels this issue needs more discussion because he feels the word "residential" is not inclusive <br />enough. <br /> <br />Community Development Director Trudgeon stated that this applies only to the areas north of <br />167th Avenue, so residents cannot ride in the high density areas of the City. He stated that they <br />found the standard of 1000 feet from any residence, except the owner, from Sherburne County <br />codes. He reminded the City Council that this is not a change to the Code, but just correcting <br />some existing language that was inadvertently left out. <br /> <br />Chief Way noted that the majority of the complaints came from motocross type riding, where <br />kids would ride on a continual track around their own property. He stated that since the City <br />Council adopted the new ordinance, complaints have been way down. <br /> <br />Mayor Gamec reviewed some of the history of the ordinance and stated that it has almost <br />eliminated the noise issue complaints from this type of activity. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to introduce an <br />ordinance to amend Chapter Five, as discussed and re-insert the language: "Tracks and trails for <br />riding motor vehicles are not allowed in a residential area unless said track or trail is: i. 1000 <br />feet from any residence except that of the owner; and 2. At least 50 feet from property lines, <br />public streets, utilities, or easements." And that item "I" of Section 5.08.04, which states "all <br /> <br />City Council /October 9, 2007 <br />Page 5 of 25 <br />
