7550 Sunwood Drive NW · Ramsey, Minnesota 55303
City Hall: 763-427-1410 · Fax: 763-427-5543
www.ci.ramsey.mn.us '

Memo

Date:
To:
From:
Re:

October 26, 2007
Plannil1g Commission
Community Development Department
Sign Ordinance

Based on the September 6, 2007 minutes with regard to the Sign Ordinance, Staff has prepared
this memo in order to respond to the comments and concerns that the Planning Commission
outlined in their discussion. The minutes from that meeting are included in the front of your
packet for reference.

1) Conduct ordinance revisions in phases, starting with the temporary signs (content-based
regulation), then later examine electronic signs, etc.
Staff is prepared to bring forward changes only to the temporary sign regulations at this
time. Based on the PC direction, staff will move forward with examining the electronic
sign regulations at a later date.

2) Simplify it. The proposed revisions were too complicated and too cumbersome.
Staff has taken a neW approach to the revisions that do not differentiate between
commercial or non-commercial .speech signs. All temporary signs are proposed to be
regulated the same.

3) Set up a worksession to discuss the specific elements of the sign ordiIi.ance.
There was some discussion about conducting a Planning Commission worksession to
review the details of the revised sign ordinance. A worksession may not be necessary,
especially given the attempt to break the code revisions into smaller parts, and based on
the discussion tonight.

4) Mak,e regulations for temporary signs uniform, with the greatest flexibility to the
residents. Examine the permit and associated fee structure (with regard to temporary
signs). . .
Staff proposes changes to the temporary sign regulations that eliminate the permit and fee
requirements. All temporary signs, including real estate, garage sale, public event, and
portable, black signs, (except political signs, or otherwise "noncommercial speech,"
which are regulated by state statute) would be subj ect to the following:
. Limited to 50 square feet in size
. Would be permitted off-premise (with permission of property owner), butNOT
permitted in the ROW

99
