Exempt from permit application and fee <br /> <br />The following is a list of the Pros and Cons with regard to these changes. <br /> <br />Pros <br />Easier to administer. There would be fewer permits to issue. Thus far in 2007, Staff has issued <br />75 temporary sign permits, 26 which were exempt from a fee, and 49 paid a fee~ The proposed <br />changes would reduce the amount of Staff time expended on the administration of temporary <br />sign permits. - <br /> <br />Fewer hoops for residents and businesses. Even though they would still be subject to the <br />duration and location regulations, no permit would be required for businesses or residents, which <br />would make fewer regulatory barriers to the success of an event or sale. <br /> <br />More fair. Currently, public events, churches, non-profits, schools, or any government unit (City <br />or County) are exempt from the fee. This puts the burden of fee payment mostly on the small <br />businesses in Ramsey, with only a few key businesses actually obtaining the permit and paying <br />the fee. <br /> <br />Easier to Enforce. Fewer regulations will allow the City to focus enforcement primarily on the <br />ROW violators. <br /> <br />Cons <br />Loss of control over location and d~ration of sign age, especi~lly on Highway 10. Under the <br />proposed changes, any business, individual, or group can put up a sign on Highway 10 <br />advertising anything (with permission from property owner). This could have a large negative <br />effect on the aesthetics on the highway. Also, without a permit and associated fee,-there will less <br />of an incentive to obey the six-week per year duration limitation. <br /> <br />Loss of revenue. An- estimated $2,500 to $3,000 will be lost per year by eliminating the <br />temporary permit fee.
