Mr. Gruber explained the events and stated they would be willing to scrap the tractor pull and .
snow cross events because they would be the loudest events.

Commissioner Brauer stated he lives two miles from the fair ground in Anoka and he does not
like the noise from those events in the summer. No one complains in their neighborhood because
they are being run by the County and it is only one week out of the year. He stated he did not
think this was the correct place for these types of events.

Chairperson Nixt stated he did not feel comfortable making a decision with the information they
have and he would like to sit down at a work session to discuss this further and work out any
issues related to this.

Mr. Gruber agreed.

Associate Planner Geisler stated if the CUP is tabled, the earliest it could be before the City
Council would be the end of November.

Commissioner Hunt thought noise was the biggest opposition and he assumed the people putting
these events on have experience with the decibel levels at different distances.

Chairperson Nixt asked if the Commission was in consensus with tabling this item and to discuss
it further at a work session meeting.

Commissioner Brauer stated he would personally be against having any motor events happening
at this site because of the noise.

Commissioner Cleveland stated she would be open to discussing this further at a work session
because she could not make a decision regarding this without knowing more about it.

Commissioner Trites Rolle stated at this point she would like more information and she would
like to fmd out if they could mitigate noise because this would be a concern. She stated she was
really struggling with this but was open to more information.

Commissioner Hunt stated he was open minded to this with the exception of the demolition
derby and tractor pulls. He stated he is not a big fan of Motocross but knows it is getting to be a
popular thing. He stated he would hate to see them go out of business and can see them trying to
generate additional revenue. He stated they live in a world with noise pollution and if they could
trade seven day a week noise for these events, to him it is a trade off. He would also like more
information regarding the noise.

Commissioner VanScoy stated he was concerned with the noise at the motorized events and
without any attempt at mitigation, he would oppose it.

Chairperson Nixt thought this warrants tabling in order to obtain more information.

Planning Commission/October 4, 2007
Page 6 of9

P6
