<br />C f4.5 f, 1:1 l.p <br /> <br />Review of Official Map for Future Right-of-way Needs for the <br />Northwest Metro Corridor and River Crossing Project; Case of City of Ramsey <br />By: Patrick Trudgeon, AICP, Community Development Director <br /> <br />Background: <br /> <br />Anoka County is in the process of purchasing 41.24 acres on the south side ofHwy. 10 from <br />Larry Boike in order to preserve land for the future highway interchange for Hwy. 10 and the <br />Northwest Metro River Crossing over the Mississippi River. Last month, the City approved the <br />River Crossings subdivision, which split the Boike property into three lots in order to facilitate <br />the use of different funding sources to pay for the purchase of the property. In order to preserve <br />the land for the bridge corridor right-of-way, the City must now "officially map" the property to <br />indicate its transportation use in the future. <br /> <br />The following items are attached: <br />a) Site Location Map <br />b) Official Map <br />c) Final Plat for River Crossing Addition <br />d) TH 10.Access Management River Crossing concepts <br /> <br />Notification: <br /> <br />Official Maps are required to have a public hearing prior. to adoption. <br /> <br />Observations: <br /> <br />In 2004, the City adopted an "Official Map" on the north side of Hwy. 10 for the future Hwy. 10 <br />freeway. As part of that approval, the City aiso adopted an ordinance that defined an official <br />map in City Code, outlined the implementation process, and established a Board of Appeals. The . <br />bridge crossing official map will be subject to this ordinance. <br /> <br />Staff is proposing to keep the current zoning ofR-2 Medium Density Residential in place for the <br />time being. As part of the 2008 Comprehensive Plan Update, staff will request that the River <br />Crossing subdivision be guided for public/quasi-public and zone~ accordingly. <br /> <br />This official map will be recorded against the. property indicating its future use as part of the <br />Northwest Metro River Crossing. right-of-way. In the unlikely. event that Anoka County ever <br />sells the property, its use for non-transportation related uses will be severely limited due to the <br />official map. <br /> <br />Recommendation: <br /> <br />Staff recommends approval of adopting the Northwest Metro River Crossing Official Map over <br />Lots 1,2,3, Block 1, River Crossing Addition <br /> <br />65 <br />
