Further Discussion: City Attorney Goodrich stated that the City Council should articulate the
building requirements discussed earlier as items 5 and 6 in the motion. These items should state
that 4 cupolas be added to the roofline and articulated straight down to a chimney-type building
out of accent material (suggested material - vinyl shakes), not to ground level. Associate
Planner Geisler stated that staff would like a clarification on the fence issue also. Mayor Gamec
stated that the way it is presented is fine to him. City Administrator Ulrich suggested that item 2
of the motion be modified to take out the wrought iron fencing requirement. Mr. Schmidt stated
that he would not like to be limited to wrought iron fencing because there are high quality
aluminum products available. Councilmember Dehen stated that he is not sure he agrees with
striking the wrought iron fencing and asked what prompted this recommendation from staff.
Associate Planner Geisler stated that it was included in the approved site plan back in 2004. At
that time, there was to be security fencing around the entire building, but along Ramsey
Boulevard it would be the wrought iron decorative fence. Councilmember Dehen asked if there
was something in the City Code that required wrought iron and asked what its purpose would be.
Mr. Schmidt stated that originally, the building was going to be vinyl siding, so the decorative
fence was to help the look of the site. Mr. Schmidt stated that with the architectural standard
improvements by the City, the material was changed to rock faced block, so it was discussed that
the decorative fencing would not be needed. Councilmember Dehen suggested that since the
building is rock faced block, in lieu of the wrought iron fencing, perhaps Boston Ivy could be
planted to grow up onto the building. Mayor Gamec stated that he feels that would take away
from the clean look of the block and noted that Boston Ivy is very messy. Councilmember Elvig
stated that he did not see the purpose for wrought iron fencing and feels cedar fencing along the
north and east and some type of decorative fence along the south side would be fine.

Councilmember Dehen. and Councilmember Elvig accepted the friendly amendments to the
motion to amend the earlier motion to the following: To grant approval of the site plan for CNP
Storage contingent upon the following:

1. Compliance with City Staff Review Letter dated July 26, 2007, revised October 4,
2007
2. Addition of cedar fence along the north and east and decorative fencing along the
south end of the buildings.
3. Staff approval of on-site lighting
4. Additional changes to the building elevations and/or landscaping plan, if desired
5. That 4 cupolas will be added to the roofline
6. That under the cupolas will be a chimney-type bump out constructed of an
alternative material, such as vinyl shakes

Amended motion carried. A final plat must be submitted no later than one year after

City Council/October 23, 2007
Page 11 of21
