Mr. Schmidt stated that he could put some decorative cupolas on the ridge line of the roof pretty
inexpensively, but he has an issue with dividing the building into 3. buildings because he would
lose at least 4 rental stalls and it would create the need for more brick face for the building.

Associate Planner Geisler reminded the City Council that staff is recommending this plan be
approved with the wrought iron fencing that was approved in 2004. She stated that her
understanding was the wrought iron fence would run along the entire Ramsey Boulevard
frontage and cedar plank fencing along the remainder of the property.

Mr. Schmidt stated that was the original plan, but the Planning Commission discussed that he
could put in a security fence for part of it.

Mayor Gamec stated that he cannot see putting fencing along the wooded areas.

Councilmember Olson stated that she agreed because with the tree cover she is unsure if the
building will be seen and does not see the point in also adding fencing.

Motion by Councilmember Dehen to deny the request for Site Plan Review of CNP Storage,
Case of TSM Development, Inc.

Motion died for lack of second.

Councilmember Elvig stated that he felt he needed to better explain what he is talking about. He
stated that he would like to see some type of chimney-type bump out on the sides of the building.
He noted that he is aware of construction costs and does not think his idea to break up the
building will cost too much. He drew a sketch of his chimney.:.type bump outs to show the City
Council.

Mr. Schmidt asked if the City Council would allow him to have siding on the chimney bump
outs.

Councilmember Elvig stated that he feels having the chimney-type bump outs made of a
different material would be better and would have a huge impact on the way it looks.

Mr. Schmidt stated that he would not have an issue with that idea if he could use siding.

Councilmember Olson stated that she would like to see vinyl shakes rather than vinyl siding used
for the bump outs.

Motion by Councilmember Dehen, seconded by Councilmember Elvig, to grant approval of the
site plan for CNP Storage contingent upon the following:
1. Compliance with City Staff Review Letter dated July 26, 2007, revised October 4;
2007
2. Addition of cedar fence along the north and east, and wrought iron fence along
Ramsey Boulevard
3. Staff approval of on-site lighting
4. Additional changes to the building elevations and/or landscaping plan, if desired.

City Council /October 23, 2007
Page 10 of21
