Mr. Schmidt of TSM Development stated that the ceiling height will be 16 feet and the peak of
the building will not be over 23 feet high. He stated that there is a 50 foot buffer between the
trail and the building along Ramsey Boulevard. He stated that does not think the building will be
visible from Ramsey Boulevard. He stated that the vertical blocks will be offset by 2 inches and
the bulk of the block for the building will be 8-inch and lO-inch vertical pillar sections. He
stated that he does not feel there is much he can do because it is a storage facility with 40- foot
deep bays. He stated that if he shortened the bays there would be a big economic impact.

Councilmember Elvig stated that if a chimney-type portion was built that bumped out below the
dormers, it would not impact the depth of the bays yet enhance how the back of the building
looks.

Mr. Schmidt stated that he feels that would impact the setback of the road and he would possibly
lose some turning radius.

Associate Planner Geisler stated that the building is 35 feet from the property line, which is the
minimum setback.

Mayor Gamec stated that if the City asked him to move the building, then he will have to tear out
the evergreens.

Councilmember Elvig stated that he is asking for a 12-inch area along the back of the wall.

Mr. Schmidt stated that he wanted to point out to the City Council that in 2004, this building was
approved with lap siding.

Councilmember Dehen stated that this is a new City Council that is trying to increase
architectural standards in the City and just because a prior City Council approved something did
not mean that the present City Council would approve it. He stated that he would like to see
something similar to what Councilmember Elvig proposed.

Mr. Schmidt reiterated that he cannot shorten the width of the building and he needs 50 feet of
clearance between buildings without it having a significant economic impact.

Councilmember Elvig asked whether the eave would be considered in determining setbacks.

Associate Planner Geisler stated that the setbacks are measured at the foundation, so the eave can
overhang the setback.

Councilmember Dehen suggested that the building be broken into 2 or 3 buildings to break off
"The Great Wall of China" that is being presented.

Councilmember Olson stated that she is not as concerned about the wall of the building as she is
about the roofline because she feels that will be more visible. She noted that the trees are
evergreens and not deciduous trees that will lose their foliage.

City Council /October 23,2007
Page 90f21
