Councilmember Olson asked if the business would be open year round and 7 days a week.

Ms. Toso stated that part of the appeal to owning a bed and breakfast is setting your own
availability, but she does plan to be open year round.

Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Resolution #07-
10-290 adopting Findings of Fact #0815 relating to Mary Toso's request for a home occupation
permit to operate a Bed and Breakfast.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, and Look
V oting No: None. Absent: Councilmembers Jeffrey and Strommen.

Motion by Councilmember Elvig seconded by Councilmember Olson, to approve Mary Toso's
request for a home occupation permit based on the Findings of Fact, and adopt Resolution #07-
10-291 declaring terms of same.

Motion carried. V oting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, and Look.
Voting No: None. Absent: Councilmembers Jeffrey and Strommen.

Ms. Toso noted that she plans to call her Bed and Breakfast the MT Nest.

Case #3:

Request for Site Plan Review of CNP Storage; Case of TSM Development,
Inc.

Associate Planner Geisler stated that this item was on the City Council agenda at the October 9,
2007 meeting and was tabled to allow for revised building elevations to be made to the site plan.
She stated that this meets all setback requirements and the landscaping and access points are
acceptable. She showed a revised elevation on the screen, which does not show landscaping.
She stated that staff would like the City Council to consider whether additional improvements to
the building are needed and also rather than additional landscaping, staff suggests that more
attention be paid to the corner of Bunker Lake Boulevard and Ramsey Boulevard when the
commercial lots to the south develop. She noted that Steve Schmidt from TSM Development is
present if the City Council has any questions.

Councilmember Dehen stated that he is still bothered by the length of the building that abuts
Ramsey Boulevard. He stated that the City Council is trying to create some architectural
standards in the City and the main building is 427 feet long. He noted that a football field,
including end zones, is 360 feet long. He stated that he feels that this is basically the same
building that was presented last time with a few notches added to the roof. He would like to see
additional work done to vary the look of this structure.

Councilmember Olson stated that she likes the idea raised at the last meeting about including
cupolas on the roof every 400 feet or so.

Councilmember Elvig agreed that this seems like almost the same plan back in front of the City
Council, just with a grid pattern in the bock. He stated that it is not just the length of the building
that concerns him, but also that it is a 16 foot eave.

City Council /October 23, 2007
Page 8 of21
