Councilmember Jeffrey stated that this property has been before .the City Council many times and he is concerned. about possible commercial expansion and noted that if left as is, something like a Jiffy Lube could go in that would have evening hours. Councilmember Olson asked if the plans had been scaled down from the previous, proposal. Mr. Murphy stated that the plans had been revised and are now for twin homes, not town homes. He stated that twin homes .are a step between town homes and single family homes and stated that they revised the plans to try to find something that would be more. acceptable to the neighbors. He stated that the units are approximately 1,200 sq. ii. on the main level with an additiona1800 sq. ft. of upstairs basement area. Couneilmember Elvig noted that the neighbors hay e expressed concern that this development would diminish their land values. He stated th~~t the llon~es ~~~i]1 sellfor appro~imatel~~ $250,000 . to $300,000 and he does not see that as an argumcn~ for diminishing laa~d ~ ahie. I le stated that he understands building single family homes is not financially feasibly for. tlie~ developer, however, he is torn between what is the best use of the land and he is unsure if putting in a commercial development in this area, is a smart idea. Councilmember Strommen asked what resti~iciions ~°,-Quid be placed on a commercial property. .since this land was located in the Mississippi 1:1~ er Overlay District. Associate Planner Geisler stated that there is a unlit of 30°~~ fof impervious surfaces, which. would include the building and paved areas: Councilmember Stromuien stated That the submitt~cdplan calls for 35% impervious surfaces and asked about the storm water nlana~~~ment on the site. 1 Mr. Murphy. stated that the nlpcr~~ious surface needed to change to 35% because the City Council had aske~J~ him to set the units back further on the property, but he believes some of the. run off could be halidled on the site. City. l/ngin~er Jankowski stated that the gi_~ding plans had been changed to add rain gardens bete°cen the units and that they were expected to handle 25 year storm water levels before it «~oulddischarge into the street. A group of residents asked to ~be at~le to speak to the City Council. Mayor Games staled that the Ciiy Council has gotten feedback during the public hearing process, but noted if residents had i~e~~- information, they were welcome to share it briefly. Steve Blakemore, 1369 Dolomite Street NW, stated that he would like to~ present a petition with . 66 signatures of people in the area that oppose the proposed use for town homes. He stated that the residents would support a single family home or a business such as a dental office.. Mayor Games accepted the petition from Mr. Blakemore.
