Applicant Dennis Sharp recounted that when the fa'st phaSe of the project was approved, screening <br />of trash enclosures was discussed, and he thought it was agreed that since the building would be <br />enclosed there would be no need for enclosure of trash. <br /> <br />Ms. Frolik stated that Staff concurs that the interior of the facility is not visible to neighboring <br />properties or the public and this is no longer an issue. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Thorud to recommend that City <br />Council approve the site plan prepared by Sharp and Associates for Phase II of Ramsey Business <br />Park on Lot 1, Block 1, Ramsey 67 Industrial Park contingent upon compliance with the City Staff <br />review letter dated December 28, 1995. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, Holland, <br />LaDue, and Terry. Voting No: None. <br /> <br />Case #3: Request for Sketch Plan Review of Sunfish Estates; Case of Good <br /> Value Homes <br /> <br />Zoning Administrator Frolik reported that John Peterson of Good Value Homes is requesting <br />sketch plan review of Sunfish Estates located on the east side of Sunfish Lake. The plat consists <br />of approximately 12 acres proposed to be subdivided into 26 single family urban residential lots. <br /> <br />Commissioner Deemer stated for the record that he owns property adjacent to this plat. <br /> <br />Ms. Frolik advised that the plat is in the overlay district for Wetland #2-118, and as such, <br />waterfront lots are required to be a minimum 20,000 square feet in area and all other lots 15,000 <br />square feet. Minnesota Rules requires that these minimum area requirements be calculated above <br />ordinary high water (OHW). Ms. Frolik stated it appears a majority of the lots do not meet these <br />shoreland requirements. She reported that the Park Commission reviewed the sketch plan at their <br />December meeting and directed Staff to identify probable lake access and visibility points. The <br />Park Commission will again review the sketch plan on January 11, and their recommendations will <br />be incorporated into the preliminary plat brought to the Planning Commission for a public heating. <br /> <br />Applicant John Peterson expressed his surprise to learn on this plat (and the one he will be <br />presenting on January 10th) that the DNR measures their minimum requirements from the OHW. <br />He stated that he hasn't been able to discuss this in detail with the DNR, but it was his <br />understanding from talking with Ms. Frolik that he will need to attempt to get a variance. He <br />disclosed that the implications on this parcel are major and he clearly feels that he will lose lots. He <br />discussed the options of moving the roads in order to meet the 15,000 square foot minimum, and <br />he also discussed the Park Commission's recommendation. <br /> <br />City Engineer Jankowski advised that the park trail is going to be in the right-of-way of Sunwood <br />Drive. <br /> <br />Ms. Frolik suggested putting a trail between the lake and Block 1, therefore making the riparian <br />lots non-riparian and reducing the area minimum from 20,000 to 15,000 square feet. <br /> <br />Mr. Peterson considered that to be a viable option, and he stated he needed input from the Planning <br />Commission to give him direction as to the concept of the plan. <br /> <br />Commissioner Holland inquired as to the length of the cul-de-sac. <br /> <br />Planning Commission/January 2, 1996 <br /> Page 3 of 8 <br /> <br /> <br />
