Ms. Kurak felt, with the time and expense invested, it would be wiser to start the notification <br />process earlier, and Commissioner Thorud agreed that it would be better for everybody in the long <br />run. <br /> <br />Mr. Jankowski stated that there is little expense at the sketch plan stage, and that the purpose of the <br />sketch plan is for the Planning Commission to see if there is anything blatantly offensive with the <br />concept. <br /> <br />Mr. Peterson stated this is a good issue, adding that although he did not have a meeting with the <br />adjacent neighborhood on this particular plat, he usually does have such a meeting. <br /> <br />Commissioner Deemer noted that the basic neighbor is presently in attendance. He questioned the <br />use of land illustrated between Sunwood Drive and the existing Sunfish Lake Drive which is not <br />currently under Mr. Peterson's control. <br /> <br />Mr. Peterson stated that the City has approved the location of Sunwood Drive, and it is his <br />understanding that he may buy that property from the City. The access to the private driveway was <br />also discussed. <br /> <br />Commissioner Deemer discussed the City acquiring land for drainage easement, stating his <br />opposition since they already had land for that purpose. He asserted that he does not oppose <br />giving the right-of-way for the road, but nothing more. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Terry to table the Request for <br />Sketch Plan Review of Sunfish Estates; Case of Good Value Homes until January 10, 1996, <br />allowing the applicant to speak with the DNR and come back with a revised sketch plan as per <br />discussion. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Terry, Deemer, <br />LaDue, and Thorud. Voting No: None. <br /> <br />Case #4: Request for Site Plan Review for an Expansion to Vance Bros., Inc. <br /> <br />Zoning Administrator Frolik reported that Vance Bros., Inc. (formerly Amsco) has applied for site <br />plan approval to construct an expansion to their facility at 14021 Azufite Street N.W. just south of <br />Industry Avenue. The expansion plans include the addition of 4,800 square feet to the existing <br />building and construction of a 5,000 square foot cold storage warehouse. The cold storage <br />warehouse exceeds the 30% of principal building restriction on accessory buildings, however, <br />staff supports waiving this restriction in order to keep all operations indoors. The proposed <br />expansion meets City Code requirements for lot coverage, setbacks, lighting, landscaping, number <br />of off-street parking areas, and waste storage. City Code requires that all traveled portions of the <br />site be paved and curbed. The site plan proposes to install bituminous and there is a verbal <br />commitment for curbing any bituminous from the front of the buildings to the street, but they do <br />not propose to curb the rear driveway. City Code also requires at least 50% of the exterior facing <br />finish on buildings to be other than metal. The existing building consists of ribbed metal panels. <br />The applicant proposes to put the same finish on the expansion area and cold storage warehouse <br />and declined to consider upgrading the buildings. City Staff recommends denial of the site plan <br />since it does not provide for upgrading the exterior finish on the buildings. <br /> <br />Mark Fullington, Vance Bros., Inc., reported that they moved into the building back in April and <br />now want to expand in the same fashion as it exists.
