Commissioner Thorud suggested that by requiring the applicant to change the exterior, the result will look like a patch job or an addition. He felt the applicant should be allowed to match the existing building. Commissioner Bawden inquired as to when the building was built. Mr. Fullington stated he believed it was built in the 1960s with an expansion occurring in 1991 or 1992. He advised that the former owner dressed up the office front with the expansion in 1991. Commissioner Deemer suggested adding design criteria such as soffits and fascia to dress up the building. He also suggested that the utilities information is inaccurate. Mr. Jankowski replied that the sewer and water extend south of the parcel but the location of those utilities are not contiguous to this property. Mr. Fullington concurred that the only thing on the street is natural gas. Commissioner Deemer stated that if they requested sewer and water, they should be able to get it quite quickly, and Mr. Jankowski agreed. Referring back to design criteria, Ms. Frolik reiterated that Staff recommends at least dressing up the south and west walls of the buildings (the sides facing the right-of-ways). Mr. Fullington stated that he does have pictures of the proposed expansions that he would like the Commission to review before they make a decision. Motion by Commissioner Holland and seconded by Commissioner Deemer to table this case until January 10, 1996, to enable the applicant to bring in photos of his plans. Motion carded. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, LaDue, Terry, and Thorud. Voting No: None. Case /15: Review Draft Language for City of Ramsey Comprehensive Plan Amendment Zoning Administrator Frolik reported that the purpose of the review is to receive the Planning Commission's comments, and Staff will make a list of all comments received from the different commissions and City Council. The Planning Commission did a brief review outlined by Commissioner Deemer, and then Commissioner Deemer submitted to Staff his draft copy of the City of Ramsey Comprehensive Plan Amendment, which contained all of his written responses. Chairperson Bawden recessed the meeting at 9:05 p.m. Chairperson Bawden called the meeting back to order at 9:15 p.m. Case 06: Review Proposed Amendments to the Shoreland Management and Scenic River Ordinance Zoning Administrator Frolik reported that the City of Ramsey must update this ordinance to comply with the Statewide Standards for Management of Shoreland Areas which became effective on July 3, 1989.
