The Planning Commission proceeded to review the proposed amendments to the Shoreland <br />Management and Scenic River Ordinance. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to direct Staff to go <br />with everything as recommended by the State rules with the following exceptions: (1) Section <br />9.21.04, Subd. 5.1: Structure height - 35 feet. (2) Section 9.21.04, Subd. 5.2: Other lot areas - <br />10,800 square feet, and lot width to be at water frontage only. (3) Eliminate 9.21.05, Subd. <br />2.e.5. (4) Eliminate 9.21.07, all of Sub& 4.e. (5) 9.23.04, Subd. 1, should include Section 25, <br />Section 36, the south half of Section 13, the west half of Section 19, and all of Section 24. Once <br />these changes have been made, schedule the public hearing on the amendment and invite the DNR <br />to the public hearing to obtain their input and reasoning for their recommendations. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, LaDue, <br />Terry, and Thorud. Voting No: None. <br /> <br />Case gT: Reschedule March 1996 Meeting Date <br /> <br />Zoning Administrator Frolik explained that the regular meeting date of the Planning Commission in <br />March 1996 falls on the date scheduled for the State Caucus, necessitating the need to reschedule <br />because no public meetings may take place on that day. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to reschedule the <br />regular meeting in March from Tuesday, March 5, 1996 to Monday, March 4, 1996 at 7:30 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, LaDue, <br />Terry, and Thorud. Voting No: None. <br /> <br />Case #8: Monthly Status Report <br /> <br />Commissioner Deemer inquired as to the status of the thoroughfare setback ordinance. <br /> <br />Zoning Administrator Frolik requested clarification: the consensus was to amend the setback to 60 <br />feet from the center of the right-of-way plus the local applicable setback or was there to be <br />discussion of a uniform applicable local setback regardless of rear, side or front yard being the <br />case. The Commission replied that the consensus was 60 feet from center of right-of-way plus the <br />local applicable setback. Ms. Frolik agreed to schedule a public heating in February based on that <br />information. <br /> <br />Case g9: Zoning Bulletin and Zoning News <br /> <br />This case was missing from the agenda, and therefore, no action was taken. It was requested that <br />the information be added to next month's agenda. <br /> <br />COMMISSION INPUT <br /> <br />1) Resignation of Planning Commissioner Paul Holland <br /> <br />Commissioner Holland recalled that he had indicated last month that he did not want to be <br />reappointed for another term because of schedule conflicts. He stated that, in the meantime <br />however, he learned that the City Council did not reappoint Terry Hendriksen. In the interests of <br />the City, Commissioner Holland stated that he would be willing to stay on so that the Planning <br />Commission did not have to deal with two new commissioners at once. <br /> <br />Zoning Administrator Frolik suggested withdrawal of Commissioner Holland's resignation. <br /> <br />Planning Commission/January 2, 1996 <br /> Page 7 of 8 <br /> <br /> <br />
