Mr. Menth suggested changing the designation so "we don't have MUSA problems stuffed down <br />our throats. We make the rules. It doesn't have to be that way." <br /> <br />Commissioner Deemer explained that one would have to buy the property and request that it be <br />taken out of the MUSA, however, the current owner and the current purchaser want it in the <br />MUSA. <br /> <br />Mr. Jankowski explained that the City has spent great sums of money to extend pipes to service a <br />certain area, and we have to have some continuum to planning. He commented "we can't change <br />every other year whether we want sewer and water to a certain area." <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard N.W. - stated "the citizens of Ramsey have been <br />telling, in every way and every form, that we don't want sewer and water for as many <br />administrations as I can remember." He continued, "in fact, a whole Council was voted out of <br />office because they didn't listen to the citizenry. Nobody wants it." <br /> <br />Mr. Jankowski reiterated the fact that the City has made an investment in their planning. <br /> <br />Mr. Hendriksen stated "that investment was done against the will of the people. We have been <br />saying we don't want another Coon Rapids, Brooklyn Park,..." <br /> <br />Commissioner Deemer stated that his recollection is just as long and different from Mr. <br />Hendriksen's. He stated he has lived in Ramsey 21 years, and since that time, everything east of <br />C.R. #57 and south of 153rd Avenue has been under moratorium while anticipating setting up <br />sewer and water. He commented "that's why you don't see anything in that area. It was done <br />more than 20 years ago." He went on to state that the aforementioned Council was voted out of <br />office for tying to put in an airport. <br /> <br />Commissioner Thorud stated that everybody that seems to come before the Planning Commission <br />says 'we moved out here to get away from the crap in the City' and then they start taking about the <br />crap that out here. He suggested that we are doing it to ourselves when we do this. <br /> <br />Mr. Kurak stated that the reason they moved out to Ramsey was so that they could have more say <br />in how the City is mn. <br /> <br />Mr. Hendriksen stated "we are talking about the rezoning of property that has been held at a higher <br />use so that it will improve the tax base of the City so the rest of us don't have to subsidize that <br />area." <br /> <br />The Planning Commission proceeded to review the Findings of Fact. <br /> <br />It was the consensus of the Planning Commission to accept #1 through #8 as presented. <br /> <br />Motion by Commissioner Thorud to amend #9 to read "That the proposed zoning amendment will <br />substantially adversely impair the use or market value of any surrounding property." <br /> <br />Motion dies for lack of a second. <br /> <br />Motion by Commissioner Holland and seconded by Commissioner Deemer to amend #9 to read <br />"That the proposed zoning amendment will not substantially adversely impair the use or market <br />value of any surrounding property." <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Holland, Deemer, LaDue, and <br />Terry.
