He explained, however, that Waste Management is going
through some touchy negotiations with the MPCA and they didn't want to do anything to
jeopardize that agreement.

Discussion ensued regarding the proposed trail corridor.

Commissioner Deemer pointed out the necessity to acquire right-of-way on 149th Avenue in order
to achieve 60 feet. He also expressed dissatisfaction with the exit on C.R. #56, suggesting that the
cul-de-sac be inverted to allow access out to 149th. If the access on C.R. #56 cannot be
eliminated, he recommended the installation of left turn, right turn, and by-pass lanes for safety
purposes.

John Hovde, 14936 Limonite Street N.W. - stated that putting access on 149th Avenue would join
two communities when the City can attempt to keep them separate.

Commissioner Deemer stated that to require all the residents of this development to go out on
Ramsey Boulevard for only a short distance to get to Tom Thumb is a safety hazard.

Commissioner Terry suggested joining the two cul-de-sacs and eliminating the access altogether.

Commissioner Thorud inquired if there is to be berming along C.R. #116, and Mr. Passe replied
that there would be berming on both county roads.

Zoning Administrator Frolik added that the Parks Supervisor suggested that the one tree required

Planning Commission/January 10, 1996
Page $ of 9
