for every lot be put in the back yard on those lots adjacent to the county roads. <br /> <br />Commissioner Deemer reiterated the need to acquire right-of-way on 149th to achieve a total of 60 <br />feet. <br /> <br />Commissioner Thorud questioned whether a round-about would be required on the long cul-de- <br />sac, and City Engineer Jankowski stated he was hesitant to make that a standard request. <br /> <br />Ms. Frolik added that the consensus at sketch plan was that the Planning Commission was not <br />going to require a round-about in this case. <br /> <br />Commissioner Deemer advised that he called the County and was told that they hadn't yet <br />approved the accesses. <br /> <br />Mr. Passe reported that the plan which the County reviewed recommended that the access onto <br />C.R. #56 be moved for better site distance, and this has been done. <br /> <br />Again Commissioner Deemer stated that a letter has not yet been received from the County stating <br />their approval. <br /> <br />Ms. Frolik responded that a letter usually is not received, but that once the developer follows the <br />recommendation of the County, City Staff is satisfied. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to recommend that City <br />Council approve the preliminary plat for Pondview contingent upon compliance with the City Staff <br />review letter dated January 8, 1996 and the DNR's review letter dated December 29, 1995, receipt <br />of an official letter from the County approving accesses, the City acquiring right-of-way on 149th <br />Avenue as deemed necessary, and accesses on C.R. #56 and #116 having left turn, right turn, and <br />by-pass lanes. <br /> <br />Further Discussion: Commissioner Deemer explained that it was the developers, not the County' s, <br />responsibility to install the turn and by-pass lanes (which amounts to only a couple feet). <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, and <br />LaDue. Voting No: Commissioner Thorud. <br /> <br />Case #3: Request for Sketch Plan Review of Sunfish Estates; Case of Good <br /> Value Homes <br /> <br />Zoning Administrator Frolik stated that when the Planning Commission reviewed the sketch plan <br />for Sunfish Estates at their January 2, 1996 meeting, there were 26 lots proposed, and the plat did <br />not meet the Shoreland requirements for riparian and non-riparian lots. Good Value Homes went <br />back and revised their sketch plan to meet those requirements. The plat, which consists of <br />approximately 12 acres, is now proposed to be subdivided into 23 single family urban residential <br />lots. <br /> <br />Commissioner Deemer stated for the record that he owns property adjacent to this plat, and he <br />declared that he does intend to vote on this matter. <br /> <br />Derek Passe, representing Good Value Homes, reported that the revision brought them down to 23 <br />lots, and a number of those lots have double frontage.
