Ms. Frolik disagreed, stating that the Ramsey Resident summarized the proposed ordinance on at
least one occasion. She also stated that it has been published several times in the Anoka Union, the
official newspaper of the City.

Commissioner Deemer noted that the City Council is comfortable with the recommendations for
private use vehicles but they want stricter commercial regulations.

Chairperson Bawden noted that the resulting recommendation was less strict than the existing
Code.

Ms. Frolik added that the ordinance is also coming back to the Planning Commission because
some of City Council wants consideration given to a cap on the number of vehicles stored outside,
and they want a better definition of''75% screening."

APPROVAL OF AGENDA

City Engineer Jankowski requested the addition of Case g9A: Request for Sketch Plan Review of
the Proposed Subdivision of Bury & Carlson Property.

Motion by Commissioner Deemer and seconded by Commissioner Terry to approve the agenda as
amended.

Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland,
LaDue, and Thorud. Voting No: None. Absent: None.

APPROVE PLANNING COMMISSION MINUTES

Motion by Commissioner Deemer and seconded by Commissioner Holland to approve the
following Planning Commission minutes:

1) Public Hearing minutes regarding a proposed ordinance to amend Chapter 9 (Zoning and
Subdivision of Land) of the City Code regarding structure setbacks from thoroughfares, dated
February 6, 1996.

2) Public Hearing minutes regarding a proposed ordinance to amend Chapter 9 (Zoning and
Subdivision of Land) of the City Code, Section 9.21 (Environmental Protection) and Section
9.23 (Scenic River), dated February 6, 1996.

3) Public Heating minutes regarding a request for preliminary plat approval of Fox Knoll 2nd
Addition; case of Residential Development, Inc., dated February 6, 1996.

Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, LaDue,
Terry, and Thorud. Voting No: None.

Commissioner Deemer scanned the audience looking for Ma'. Terry Hendriksen to verify a portion
of the February 6, 1996 minutes, Case #8, wherein it states "Mr. Hendriksen told the Planning
Commission, for their information, that he has made an offer to the City that, if the three
individuals he believes conducted a meeting in violation of the open meeting law abstain from
voting on this matter, he will drop his lawsuit." Mr. Hendriksen was not present, however,
Commissioners LaDue, Holland, and Bawden all stated their recollection is that this statement is
accurate. Mr. Deemer concurred, stating that he only wanted verification from Mr. Hendriksen.

Planning Commission/March 4, 1996
