Motion by Commissioner Deemer and seconded by Commissioner Thomd to approve the Planning <br />Commission regular meeting minutes dated February 6, 1996, as presented. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Thorud, Holland, <br />LaDue, and Terry. Voting No: None. <br /> <br />PUBLIC HEARINGS <br /> <br />Chairperson Bawden adjourned the regular Planning Commission meeting at 7:40 p.m. in order to <br />conduct the following public hearings: <br /> <br />1) Request to Rezone Certain Property from B-1 Business to R-1 Urban Residential; Case of <br /> Blaine Edmundson <br /> <br />2) Request to Rezone Certain Property from Industrial to R-1 Urban Residential; Case of Good <br /> Value Homes <br /> <br />3) Request for Preliminary Plat Approval of Pondview; Case of Good Value Homes <br /> <br />4) Request for Preliminary Plat Approval of Sunfish Estates; Case of Good Value Homes <br /> <br />5) Request for an Amendment to Conditional Use Permit; Case of Alloy Recovery Company <br /> <br />Chairperson Bawden called the regular Planning Commission meeting back to order at 8:00 p.m. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: <br /> <br />Request to Rezone Certain Property from B-1 Business to R-1 Urban <br />Residential; Case of Blaine Edmundson <br /> <br />Zoning Adminisn'ator Frolik reported that Blaine Edmundson is in the process of platting <br />Brandseth, which consists of approximately 22 acres currently zoned B-1 Business and located <br />west of T.H. #47 and south of 153rd Avenue. The applicant has received preliminary plat <br />approval from the Planning Commission and City Council to develop a portion of the property <br />with single family urban residential lots. To accommodate this, it is necessary to rezone the <br />western part of the plat to R- 1 Urban Residential. <br /> <br />Noting the City Council's concerns regarding the rezoning of industrial property, Commissioner <br />Thomd inquired as to their concerns regarding B-1 Business. <br /> <br />Commissioner Deemer explained that the City Council has more liberty with industrial-zoned <br />property than with B-1 Business. <br /> <br />Commissioner Thorud inquired whether sewer and water would be extended to this plat, and Ms. <br />Frolik replied yes. <br /> <br />City Engineer Jankowski outlined the neighbors' concerns regarding the utility routes, noting that <br />Staff is in the processing of addressing these concerns and feels that an agreement can be reached. <br /> <br />Commissioner Thomd asked whether the drainage issues were resolved. <br /> <br />Mr. Jankowski replied that it is presently proposed to take the drainage southward into the wetland <br />as opposed to crossing 153rd Avenue where there was no easement. <br /> <br />Planning Commission/March 4, 1996 <br /> Page 3 of 15 <br /> <br /> <br />
