Discussion ensued regarding training seminars available for Planning Commissioners. <br /> <br />Councilmember Zimmerman moved the discussion along stating "I thought we would be working <br />to make the Planning Commission more proactive in some of the things happening in the City such <br />as road design---i.e., Highway #47's alignment with Sunwood Drive; however, the consultants <br />came in and changed all that. I would like you more active in where the roads will be going; have <br />you get down to some of the real planning, not just doing plat reviews. The things happening in <br />the Industrial Park is another example." <br /> <br />Chairperson Bawden stated that when the Planning Commission got involved with street light <br />locations, they found that lights were being installed in places they didn't suggest and also the style <br />of light would change. <br /> <br />Councilmember Beyer stated that the police department got involved regarding the location. <br /> <br />Chairperson Bawden stated that although he didn't object to the placement of a street fight at 153rd <br />Avenue and C.R.//5, he questioned the location. <br /> <br />Commissioner Thorud noted he has observed the positioning of street fights opposite the street <br />sign, and he felt the light should be on the same sign to ensure readability of the sign. <br /> <br />Commissioner Deemer also noted that although McKinley is a thoroughfare street, it had just a <br />normal street light installed. Commissioner Deemer also brought up for discussion and objected to <br />Business Park 95 being fragmented so that parts cannot be sold (this is also on the agenda for <br />tonight' s regular Planning Commission meeting). <br /> <br />Councilmember Zimmerman instructed Commissioner Deemer to make sure he gets his comments <br />regarding such in the minutes regardless of whether the motion passes or falls. <br /> <br />Commissioner Deemer also brought up the topic of anonymous messages being left on his phone <br />recorder regarding the proposed ordinance for parking and storing vehicles in residential districts. <br /> <br />Councilmember Zimmerman felt the Planning Commission has done a terrific job on this <br />ordinance, stating that he has received numerous calls of appreciation. <br /> <br />Councilmember Beyer stated she has only received calls regarding a concern over collector cars, <br />and Commissioner Jensen stated she has also received a few calls regarding collector cars. <br /> <br />Councilmember Zimmerman stated that a good portion of the calls he has received is from people <br />who don't understand the ordinance. <br /> <br />Chairperson Bawden stated that part of the problem is trying to define what is junk vs. what is a <br />collector. "For something to set there with half an engine and half the car missing, to me, that is a <br />piece of junk." <br /> <br />Zoning Administrator Frolik replied "If it's being used for parts to restore another car, then the <br />owner will have to put their licensed cars outside and park that one inside." <br /> <br />Commissioner Deemer mentioned that he also received a call from a resident who stated the <br />covenants where he lives will not allow an accessory building. <br /> <br />Ms. Frolik updated Commissioner Jensen regarding this ordinance's origin. <br /> <br />Commissioner Jensen stated "My feeling is that we are getting less stringent." <br /> <br />City Council-Planning Commission/April 2, 1996 <br /> Page 2 of 5 <br /> <br /> <br />
