Ms. Frolik agreed that the commercial portion of the ordinance has gotten less stringent but the <br />private vehicle portion has become more strict. <br /> <br />Commissioner Jensen inquired whether the prepared surface allowed was relative to lot size. <br /> <br />Ms. Frolik replied that it was not. <br /> <br />Commissioner Deemer that that to the extent that only 35% lot coverage is allowed. <br /> <br />Ms. Frolik responded that 35% lot coverage is applicable to structures only. <br /> <br />Councilmember Beyer suggested that might be something the Planning Commission should <br />consider when reviewing the ordinance at their meeting later tonight. "If there is no restriction, it <br />will increase drainage problems." <br /> <br />Ms. Frolik suggested this may be a way to address Mayor Hardin's concerns regarding a number <br />of vehicles by addressing the percentage of lot allowed for impervious surface. <br /> <br />Commissioner Deemer also stressed the need to define 75% screening of commercial vehicles. <br />This led to a discussion regarding the City's height limit to fencing. <br /> <br />Commissioner Holland inquired whether the City planned on enforcing this ordinance. <br /> <br />Ms. Frolik replied "I don't know if we have the staffing to do that. The only time we have Staff <br />do that is when we have interns available." <br /> <br />Commissioner Jensen outlined some extremes that can occur with this ordinance, and <br />Commissioner Holland responded that "we cannot make our laws based on the extreme cases." <br /> <br />Commissioner Deemer also discussed the issue of taking of land use. <br /> <br />Commissioner Thorud noted that of those with semi-trailers, most were confident that they could <br />comply with the ordinance regarding screening. <br /> <br />Chairperson Bawden stated that when this process first started, the thought was "sight unseen, <br />then it should not be a problem" and that's where the screening requirement originated. If a person <br />doesn't have a big enough lot to put up a building or screening, then that's their problem. <br /> <br />Councilmember Zimmerman discussed a similar problem which occurred in Columbia Heights, <br />summarizing that if Columbia Heights can deal with this problem, then the City of Ramsey should <br />be able to do so also. He concluded "Overall, I think the Planning Commission did a great job." <br /> <br />Commissioner Thomd brought up the topic of rezoning from industrial to residential, noting that <br />he recently voted reluctantly for such a rezoning with the development of Pondview. <br /> <br />Councilmember Beyer stated that she did also. She felt that with the residential development going <br />on there they would need some sort of strip mall. She went on to discuss how there is only one <br />grocery store, one bank, etc. in Ramsey. "I would like to see something else (in Ramsey) for the <br />citizens to do their shopping other than going to Andover." <br /> <br />Commissioner Thorud stated it was a lengthy, involved process to go through the Comprehensive <br />Plan, and now "whenever a developer wants rezoning, we comply." <br /> <br />City Council-Planning Commission/April 2, 1996 <br /> Page 3 of 5 <br /> <br /> <br />
