Ms. Frolik noted that one of the purposes of the Comprehensive Plan Amendment was to increase <br />the amount of land available for residential development and decrease the overstock of induslriaI <br />property. <br /> <br />Commissioner Deemer stated "I think Andover was real lucky to get that downtown shopping <br />center." He added "they are drawing their customer base from more than Andover." <br /> <br />Councilmember Beyer replied "They are drawing me!" <br /> <br />Commissioner Deemer noted the retail property south of Highway gl0, stating the developers feel <br />that Ramsey doesn't have the population yet to develop that property. <br /> <br />Councilmember Zimmerman explained that when Good Value Home's rezoning request (for <br />Pondview) fa'st came to City Council it was voted down 3-2---he and Councilmember Beyer voted <br />against it. Then they met with the developer asking for a compromise. When the request came <br />back to the Council, it was reduced from what was discussed. <br /> <br />Commissioner Deemer pointed out that with regard to that specific piece of property, a developer <br />tried to develop it commercially 8-9 years ago and it was denied. Those same people (residents) <br />that rejected the request for commercial 8-9 years ago, did not want the residential this time around. <br /> <br />Councilmember Beyer stated "At the rate Ramsey has been attracting businesses in that area, I <br />think it's a shame that we allowed that rezoning, and to put the density of residential that we did <br />was probably a mistake." <br /> <br />Councilmember Zimmerman stated "We hope, in the future, that the City does not lead a developer <br />to develop a property for something it is not zoned for." <br /> <br />Councilmember Beyer explained "We were advised by John Peterson that he was led to believe it <br />was a done deal." She went on to advise that until there has been a final decision by the City <br />Council with regard to the Comprehensive Plan Amendment, there should not be any presumption <br />of what is going to happen. <br /> <br />Ms. Frolik noted that the developer's point of view is not always the same point of view of Staff. <br /> <br />Discussion ensued regarding the process of the Comprehensive Plan Amendment and what is <br />happening with regard to the consultants. <br /> <br />Commissioner Thorud felt Councilmember Zimmerman made a good point and that Staff should <br />direct a developer to develop only as zoning permits. <br /> <br />Ms. Frolik advised that the developer has the right to request rezoning. <br /> <br />Councilmember Zimmerman explained "My point was that he (the developer) had gone to <br />considerable expense with the preliminary plat before the rezoning occurred. He led us to believe <br />that it was a done deal." <br /> <br />Commissioner Deemer agreed with Ms. Frolik that the Councilmembers were only getting the <br />developer's view of events. <br /> <br />Councilmember Zimmerman noted that Mr. Peterson of Good Value Homes has been developing <br />in the City for years, and he has never intentionally mislead us before. <br /> <br />Commissioner Deemer questioned whether the Architectural Review Board has met yet. <br /> <br />City Council-Planning Commission/April 2, 1996 <br /> Page 4 of 5 <br /> <br /> <br />
