Mr. Pratt reiterated that he has a problem with "any number" of vehicles because of the problems <br />he has experienced. The cars on his neighboring property are not licensed by the people who live <br />there, and he feels there should be a requirement that the vehicles stored on a property should be <br />licensed by the residents of that property. He suggested there should be no storing of vehicles for <br />friends or relatives. "If a person wants to work on cars, he should do it in his garage." <br /> <br />Chairperson Bawden inquired whether one should be allowed to work on their sister or brother-in- <br />law's car, and Mr. Pratt again responded "He should do it in his garage." <br /> <br />Commissioner Jensen inquired whether there was anything in the ordinance that addresses that the <br />vehicles be owned by the resident, and Ms. Frolik replied there was not. <br /> <br />Commissioner Thomd felt Mr. Pratt made a valid point. <br /> <br />Mr. Pratt declared that absentee landlords should be held accountable for what occurs on their <br />property. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard N.W. - asked the Commission to give an overall <br />review of the changes being made. <br /> <br />Chairperson Bawden outlined all the changes being made by the proposed ordinances and also the <br />change to the R-1U and R-2U Districts regarding impervious coverage. <br /> <br />Bob Tomaszewski, 15645 Yakima Street N.W. referenced the 45% impervious area and <br />questioned whether Class 5 would be impervious. He also inquired as to what brought on the <br />ordinance change. <br /> <br />Chairperson Bawden discussed the City's enforcement of the ordinance that is currently on the <br />books and the problems which arose and how the process that evolved is a relaxation of that <br />ordinance. <br /> <br />Mr. Tomaszewski questioned why the City was going after the Private use vehicle owners as <br />opposed to the commercial use vehicle owners. <br /> <br />Ms. Frolik replied that those have been a problem in the city. <br /> <br />Mr. Tomaszewski inquired how the ordinance would be enforced, and Ms. Frolik replied that it <br />was up to City Council to determine that. <br /> <br />Chairperson Bawden inquired whether Mr. Tomaszewski has been attending all the meetings on <br />this ordinance amendment. <br /> <br />Mr. Tomaszewski replied that he first attended at the March 1996 meeting. <br /> <br />Chairperson Bawden explained how the process evolved to come to "the middle of the road" with <br />those who have been attending all the meetings. <br /> <br />Mr. Tomaszewski replied that the City Council didn't like what the Planning Commission came up <br />with. <br /> <br />Commissioner Deemer interjected that the City Council wants it more strict. <br /> <br />Mr. Tomaszewski disagreed, stating he talked with two councilmembers that do not want it more <br />strict. <br /> <br />Planning Commission/April 2, 1996 <br /> Page 11 of 18 <br /> <br /> <br />
