Commissioner Deemer commented that as the lot gets bigger, the area allowed gets bigger. <br /> <br />Commissioner Holland felt driveways should be excluded. <br /> <br />Commissioner Deemer felt it would be difficult to differentiate with driveways. <br /> <br />Ms. Frolik suggested changing the definition of lot coverage to include impervious coverage and <br />structure coverage. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland directing Staff to <br />modify the lot coverage in the R-1U and R-2U zones by increasing the total impervious coverage <br />to 45%. <br /> <br />Further Discussion: Ms. Frolik confirmed that the Planning Commission wanted no changes in the <br />rural district. <br /> <br />Motion carried. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, Jensen, <br />LaDue, Terry, and Thomd. Voting No: None. <br /> <br />Ms. Frolik again inquired whether the Commission wanted to suggest a number on the pieces of <br />equipment allowed, and Commissioner Deemer replied "I think that's going too far." <br /> <br />With regard to screening language, Commissioner Deemer suggested something which was <br />presented at the planning seminar in St. Cloud recently. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Terry to amend Section <br />9.11.10, item c.1, to read "The vehicles and/or equipment shall be 75% screened from the eye at <br />ground level view from adjacent properties and/or public streets." <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Terry, Holland, <br />Jensen, LaDue, and Thorud. Voting No: None. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Holland to not review the Coon <br />Rapids regulations for applicability. <br /> <br />Motion carded. Voting Yes: Chairperson Bawden, Commissioners Deemer, Holland, LaDue, <br />Terry, and Thorud. Voting No: Commissioner Jensen. <br /> <br />Neal Pratt, 5328 Highway #10 (Riverdale) - stated that his main concern was that any number of <br />licensed vehicles and any number of commercial vehicles are allowed. <br /> <br />Ms. Frolik interjected that there will now be some restriction on the number of vehicles by the <br />amount of prepared surface allowed on the lot. <br /> <br />Commissioner Deemer noted that they have to be operable also. <br /> <br />Mr. Pratt, reminding the Commission of the situation occurring next door to his property (which <br />he discussed at a prior meeting), stated that the vehicles he is concerned about will be operable by <br />the time they leave the property. <br /> <br />Commissioner Deemer commented that the ordinance amendment to Chapter 5 will apply to his <br />situation. <br /> <br />Planning Commission/April 2, 1996 <br /> Page 10 of 18 <br /> <br /> <br />
